Who is responsible for cleaning and shoveling walks downtown?
The property owner is always responsible for the sidewalks in front of their property, regardless of whether it is residential or commercial. Shop keepers need to clear an opening at the curb for their customers, much like a residential property clears an opening at their carriage walks for visitors at their homes. From time to time, the DPW will remove snow accumulations in the downtown with snow blowers. At that time plows will pull snow from the sidewalks, gather it in to wind rows in the middle of the street and remove it. This in no way eliminates the responsibility of the shop keeper to shovel their front walks.
