Polling Location Change and Drive-Through Voting

By Emergency Declaration, on April 7, 2020 beginning at 7:00 a.m. until poll closure at 8:00 p.m. all voting for the Spring Election will be held at the Department of Public Works located at 2200 South Pine Street as a drive-through polling location.

As a voter you can expect the following process as a drive-through voting location:

The driver will enter at the Wastewater Treatment Plant entrance at 2100 S. Pine Street where you will stay in your car AT ALL TIMES and someone will approach your vehicle. All Poll Workers will be wearing appropriate Personal Protective Equipment.

  • Upon entering the Department of Public Works garage, you will need to merge into the lane for your Ward (Wards 1-4 or Wards 5-8). To check your ward ahead of time, visit www.myvote.wi.gov. An election worker will be there to assist as well.
  • You will move forward in your car through the line as instructed by an election worker to your polling location where the election process will begin.
  • The voter will be asked to state their name, address and show an acceptable photo ID identification.
  • The Inspectors shall determine if the voter is in the poll book and is eligible to receive a ballot.
  • If you are not registered, an Election Inspector will assist you with the registration process while in the same line. You must have appropriate proof of residence with you.
  • The voter shall sign a label to be entered into the poll book prior to receiving a ballot. A voter will receive a marking device to sign and use with the ballot.
  • You will complete your ballot.
  • Once you have completed your ballot you will be assisted by an Election Inspector that will confidentially place your ballot in the tabulation equipment.
  • Exit the municipal location.
  • If you are disabled and have accessibility needs, accommodations will be provided for accessible voting.

We understand this change can be disruptive; however, we will strive to provide the best customer service possible under these trying circumstances. Election workers can only assist one voter at a time. Please expect wait times. Please also know that, to the extent the procedures followed by the City of Burlington in this revised voting procedure differ from the provisions of the WEC memorandum, the procedures followed and implemented by the City of Burlington shall control. The City of Burlington appreciates your patience and understanding while we maintain the integrity and right to vote.

Safer at Home

Governor Evers announced a State-wide #SaferAtHome order, beginning at 8 a.m. on March 25, through 8 a.m. on April 25 or until a superseding order is issued. This means you are prohibited from non-essential travel with some exceptions as clarified and defined in the order. The order is available here. The order contains detailed information regarding the exemptions provided to certain businesses. If a business is unsure about whether or not they are exempted from this order, please contact the Wisconsin Economic Development Corporation here.

Voting

Absentee Vote by Mail

The City of Burlington recommends absentee voting by mail to minimize public contact, especially on Election Day. To receive your ballot at home, please apply for a ballot by 5 p.m. Thursday, April 2 at www.myvote.wi.gov or request an absentee ballot application at cityhall@burlington-wi.gov. Please be sure to include a copy of your Photo ID (not a selfie) if you are mailing in an absentee ballot  request application. We recommend you do not wait until the last minute to apply to ensure your ballot will be received back to the City in time.

As a reminder, all ballots must be returned by 8:00 p.m. on Election day, April 7, 2020. Ballots received after 8:00 p.m. will NOT be counted. If you would like to drop off your ballot instead of mailing it, you can take it to the Police Station at 224 E. Jefferson Street, Monday through Friday, 8:00 a.m. to 4:30 p.m. until April 6. Do not drop your ballot off after hours, as there will be no one available to collect it and secure it. Also, we cannot accept ballots at the Police Station on Election Day. Those must be taken to your polling location.

In-person Absentee Voting

In-person absentee voting is still being held at the Police Station, 224 E. Jefferson Street Monday through Friday from 8 a.m. to 4:30 p.m. until April 3, 2020. Please note, this may change, and we will immediately communicate any changes.

Change in Services

Effective March 19, 2020 the City of Burlington has made alternative arrangements to in-person functions and closing City Hall, Public Works Building and Water Pollution Control Facility, Laboratory and the Fire Department to the public.  Although we will be closing our buildings, we will continue to provide excellent public service via email, telephone and US. Mail.  The composite site opening and brush pick up have been suspended until further notice. See the side menu for online options and contact information.

PEP Donation

Racine County Donation Program

The Racine County Emergency Operations Center (EOC), in conjunction with local law enforcement and Fire/EMS agencies, is accepting community donations of facemasks, including hand-sewn masks, and other personal protective equipment as part of a countywide effort to compile needed equipment to combat the spread of COVID-19 (coronavirus). Equipment can be dropped off at any fire or police station in Racine County after 6 p.m. Tote boxes labeled for personal protective equipment donations are located near the entrances. State of Wisconsin PPE Donation/Buyback Program

The State of Wisconsin is looking for companies, educational facilities and other organizations that may have personal protective equipment (PPE) that could be used in the state’s response to the COVID-19 emergency. The state appreciates donations, and is willing to reimburse large quantities of PPE at fair market value. Read more about how to donate and what items are needed here.

Food Donations to the Fire Department

The City of Burlington Fire Department is very grateful to the community for the donation of food to our First Responders. Though we appreciate everything, currently, we are not able to accept food from outside sources for the protection of our First Responders. We thank you for your understanding during this difficult time!

Registering to Vote

A Federal District Court ordered that the Wisconsin Elections Commission (WEC) re-activate online voter registration through March 30 for the April 7 election at www.myvote.wi.gov. You may also register in-person at the Police Station until Friday, April 3rd. Please remember to bring your Proof of Residence. Election Day Registration will also be available, however, in an effort to avoid public contact, please make every effort possible to register prior to election day.

Service Changes

As a reminder City Hall, the Public Works Building and Water Pollution Control Facility, Laboratory, Library and the Fire Department are closed to the public. City of Burlington employees that support the administrative functions normally from City Hall are performing their work remotely. Residents can access some City services online and call or e-mail the City with questions during regular business hours (Monday - Friday, 8 a.m. to 4:30 p.m.). March 24, 2020 Update

Safer at Home

With the announcement of Governor Evers #SaferAtHome, this leaves many questions including: 1) What does #SaferAtHome mean?  How long will this be in affect? Does this mean I can go to work?  Can I go outside? Can I go to the City of Burlington parks or any other park?

Reflecting the COVID-19 global pandemic and national public health emergency, the Common Council will approve at its April 8 Common Council meeting the issued emergency declaration for the City of Burlington.  Mayor Hefty issued an emergency declaration for the City on March 18, 2020.  This measure provides the City with the ability to utilize emergency purchasing and emergency staffing protocols and procedures as needed. It further provides direction for staff to continue to closely work with partner governments in our region and with the state and federal governments to address this emergency situation.

Compost Site & Brush Collection Suspended

Due to the recent Coronavirus Outbreak and the Safer at Home Order issued by Governor Evers, the City is operating at minimum levels of staffing to ensure safety of employees and the community, while providing critical public health and safety functions. This means that some non-essential services will be discontinued during this time.

The compost site typically opens for the season at the beginning of April. The site opening has been postponed and biweekly curbside brush collection has also been postponed, as these are not essential services. By opening the compost site, this would encourage unnecessary travel and interaction that are not essential for public health and safety. Therefore, is not complaint with the Governor’s Safer at Home order. We would also like to remind residents that open burning is restricted within the City limits (http://burlington-wi.gov/292/Burning-Restrictions). Verbal permission from the Fire Department must be granted prior to any recreational fire, and a written permit must be issued by the Fire Department prior to any open burning or bonfire being started. We understand folks, the weather is breaking, you want to clean your yards, leaves and brush and apologize for any inconvenience this may cause at a time we need to be safe. We want you to be safe and #FlattenTheCurve.

March 18, 2020 UPDATE

Effective March 19, 2020 the City of Burlington will be making alternative arrangements to in-person functions and closing City Hall, Public Works Building and Water Pollution Control Facility, Laboratory and the Fire Department to the public.  Although we will be closing our buildings, we will continue to provide excellent public service via email, telephone and US. Mail. The City is finalizing business continuity plans for departments and instituting a series of measures for flexible work options to ensure the safety of our employees.

Police and Fire Services

Essential functions of Police and Fire Services will continue full operations with additional measures implemented to protect the safety of you and our first responders. 

Voting

Please note, absentee voting will be held at 224 E. Jefferson Street beginning Monday March 23, 2020 from 8 a.m. to 4:30 p.m. until April 3, 2020.  We continue to encourage absentee voting by mail.  To receive your ballot at home, please apply for a ballot by April 2 at www.myvote.wi.gov or request an absentee ballot application at cityhall@burlington-wi.gov.

Public Works

The Department will be operating at minimum levels of staffing to ensure critical public health and safety functions are provided. This means that some non-essential services will be discontinued.

  • The Lab will continue to process compliance sampling for but will no longer accept private well tests or other outside testing.
  • Utility bills should be submitted through PSN, direct pay, or through the mail.
  • City Parks typically open May 1st. The opening of City Parks has been postponed and all park facilities shall remain closed to the public. Please note that public playgrounds and other park facilities will not be cleaned or sanitized and should not be used.
  • The compost site typically opens for the season at the beginning of April. The site opening has been postponed and biweekly curbside brush collection has also been postponed.

Real estate taxes can be dropped off at the Racine County Treasurer’s Office Drop Box located at 730 Wisconsin Avenue, Racine, WI, 53403, mailed to the same address or paid online with Official Payments at https://www.officialpayments.com/pc_template_standard.jsp?body=pc_step2_body.jsp.

Vital Records

Vital Records will be available through the mail, online or through any local Register of Deeds Office (ROD) that is still open to the public. What is COVID-19?

Coronaviruses are a large family of viruses, some causing illness in people and others among animals. COVID-19 is a new coronavirus that can cause mild to severe illness.

 What are the signs and symptoms? 

Common signs of infection include respiratory symptoms, fever, cough, shortness of breath, and breathing difficulties. In more severe cases, infection can cause pneumonia, kidney failure, and even death.

 How does it spread? 

COVID-19 spreads through person-to-person transmission which suggests that the virus is found in droplets that are produced by the throat and nose. Individuals with COVID-19 can spread the virus when they cough, sneeze, or contact unprotected individuals.

 Tips to help protect you and your loved ones 

  • Remain calm and informed
  • Wash your hands
  • Cover your mouth and nose when you sneeze or cough
  • Avoid touching your eyes, nose and mouth
  • Clean and disinfect frequently touched surfaces
  • If at all possible, stay home if you are not feeling well
