City Buildings to Close to Public November 23
The mission of the City of Burlington is to build and enhance our community by safely, respectfully, proudly and effectively executing our daily work activities. As we reflect daily on our mission, “safely” is our top priority during these unprecedented times. This includes being responsible to the public and employees of our lean organization. Over the last several weeks, we have had Covid-19 (knowingly and unknowingly) positive customers traversing our city buildings.
In an effort to minimize the spread of the virus and due to the surge of COVID-19 cases in Wisconsin effective Monday, November 23, 2020, all City offices (City Hall, Public Works, Wastewater Treatment Plant and the Fire Department) are closed to the public. Although we have closed our buildings, we will continue to provide excellent public service via email, telephone online and U.S. Mail. Please see the following options to pay your real estate tax bill, pay your water bill, obtain a real estate tax receipt, pick up library materials at curbside or obtain a dog/cat license. Please note, employees will continue to work within these buildings while the buildings are closed to ensure we can answer your calls and assist you remotely. We apologize for any inconvenience the closure may cause you while we observe safety protocols!

Type in your information and click on “Find Now”. In next screen click on the Parcel ID Number. In the next screen select “Taxes” from the dropdown menu. Dog & Cat Licenses
Dog and Cat Licenses do not expire until March 31. If you would like one before that date you can mail in a request in writing for your pet licenses to City Hall, 300 N. Pine Street, Burlington, WI 53105. Please include the name and address the pet is registered under, a phone number in case we have questions and a copy of the most recent rabies vaccination certification from your veterinarian. Also include payment for the licenses. Spayed/neutered dogs and cat licenses are $6 each and those not “fixed” are $10 each. Once we receive your information, we will mail you the pet licenses.
Operator License (Bartending License)
Operator License applications can be downloaded at: http://www.burlington-wi.gov/DocumentCenter/View/930. Return the completed application, a copy of your photo ID and payment either via mail at 300 N. Pine Street, Burlington, WI 53105 or by email to dhalbach@burlington-wi.gov. Payment arrangements must be made with the City Clerk before the license can be issued.

Return the completed application and all corresponding documentation either via mail at 300 N. Pine Street, Burlington, WI 53105 or by email to gguidry@burlington-wi.gov. City of Burlington Open-Air Dining/Retail Plan
In response to COVID-19, the City is implementing a Temporary Open-Air Dining/Retail experience Plan for Downtown Businesses. We recognize and support there is a need to bolster the City of Burlington’s downtown restaurants, taverns, and small businesses. Therefore, we created a Plan to allow downtown businesses to expand onto the sidewalks, on a temporary basis, for open-air dining and retail sales. The Plan implements certain key provisions of the CDC, WEDC, Re-Open Racine County, and other health agencies.
The Plan will be in effect from June 3, 2020 through August 31, 2020. Each business that wishes to participate in the Plan shall submit an application to the City Clerk for the review and approval by the City Administrator prior to commencement. We are excited to see Burlington’s sidewalks fill (responsibly) with diners and shoppers!

City Hall is Open
City Hall, 300 N. Pine Street, is now open Monday through Friday, 8:00 am to 4:30 pm. City Hall looks a bit different now with counter screens/shields and floors that are marked to only allow for up to 4 patrons at a time with social distancing. There is an ‘Entry Only’ door on the Pine Street side and ‘Exit Only’ door on the Jefferson Street side. Patrons will need to use hand sanitizer (provided at entryway) and must wear face masks before entering the building. Patrons will need to adhere to social distancing protocol and may need to wait to enter or exit the building, depending on the volume of patrons we receive at a time. We have four ‘cut outs’ in the shields to provide sections for our services, six feet apart, based on what you are looking to do. Employees will be wearing masks and cleaning surfaces throughout the day.

For patrons applying for a marriage license, it is recommended applicants do not bring their children. If applicants must bring their children, the children will need to stay by the parents and wear masks. All furniture has been removed from the lobby.

Compost Site
The compost site shall resume regular hours effective Tuesday 5/19/20. New site processing rules shall remain in effect to provide social distancing and traffic safety.
The Compost Site, located at 764 Maryland Avenue (next to the Hintz Sports Complex), is open the beginning of April through the last Saturday of November. The site is free of charge to City residents. You will be asked to show identification to verify you are a City of Burlington resident. There is an attendant on site at all times when the site is open.
Hours of operation are:
Saturday - 8 a.m. to 4 p.m.
Tuesday - 2 p.m. to 8 p.m.
Accepted Materials
Materials accepted include grass, leaves, garden waste, wood chips and brush. The City will not accept brush or logs greater than 8 inches in diameter. No plastic bags, plastic containers, or foreign debris of any kind. No stumps will be allowed.

Re-opening City Buildings/City Services/Overnight Parking Regulations
Wisconsin Supreme Court Ruling on Emergency Order #28
Yesterday, on May 13, 2020, the Wisconsin Supreme Court struck down the Emergency Order #28, known as the "Safer at Home Order," that was issued by the State of Wisconsin Department of Health Services, on April 16, 2020, with an effective time period of April 24, 2020, through May 26, 2020.
That Supreme Court decision has removed all of the limitations placed by Order #28 on our citizens and businesses, with the result that, at least presently, it will be up to each of us to individually decide how to proceed with our lives in this COVID-19 era. It is anticipated that the Governor and the Wisconsin Legislature will now work together and create, in a coordinated manner, a new set of rules and guidelines for Wisconsin citizens and businesses to follow, through a new replacement Order. Until then, though, we are on our own.
As the Mayor of the City of Burlington, and in keeping with the discussions and recommendations of our City staff, we join together and urge everyone to still remain cautious in your daily activities, as you deem appropriate, and to similarly still be cautious in the manner in which our community businesses are reopened. The existence of the COVID-19 virus is still around us, and that medical battle is still being fiercely fought. The support of everyone is needed in that fight.
As indicated in the May 12th Press Release, I am working with local experts to re-open the downtown creatively to bolster our local economy. I anticipate introducing this plan for feedback to the Common Council at its May 19, Committee of the Whole meeting. To that end, we ask everyone to continue to honor the social distancing guidelines, to continue to use face coverings when out in the public, and to follow all of the other CDC guidelines that will keep our families and community as safe as possible. Specific recommendations are also available, created by the Wisconsin Economic Development Corporation and Re-Open Racine Task Force which provide helpful guidelines for safely reopening our community businesses.

Rebound Racine County Task Force
On April 16, Governor Evers Extended Emergency Order #28 Safer at Home mandating Wisconsinites to stay at home until May 26, 2020 due to the public health crisis of Coronavirus (COVID-19). As Governor Evers issued this extended mandate, he has also issued a Badger Bounce Back Program to begin a phased approach of re-opening the state, safely and responsibly, to reduce the spread of the virus.
As the Badger Bounce Back program was introduced by the State, Racine County Executive Jonathan Delagrave, in collaboration with Racine Area Manufacturers and Commerce (RAMAC), formed a community task force with the mission to safely and effectively re-open Racine County, in preparation of the eventual lifting of Safer at Home restrictions. Racine County municipalities, including Burlington, faith organizations, financial institutions, health care, schools and non-profits collaborated to identify address the impact of COVID-19 and the needs of business owners in order to begin re-opening Racine.
On May 11, Governor Evers released Emergency Order #36 Interim Order to Turn the Dial lessening restrictions on small retail stores. Almost simultaneously, Racine County released its Rebound Report 2020 (/DocumentCenter/View/3178/Rebound-Racine-County-Report-2020-FINAL) that will allow business owners sufficient time to prepare for their business to re-open. I ask all sectors of public and private business to thoroughly review the completed Rebound Report 2020 for valuable information.
As stated in the April 30 press release, we will re-open the city of Burlington in coordination with the Governor’s orders and the Racine County Task Force. Know, I want to open Burlington as soon as possible. In addition to the Task Force, I have also spoken with area experts and staff to strategize opportunities allowing our restaurants to open (outdoor dining venues), in conjunction with the safer at home orders being lifted, to kick start our economy. Drive-thru Testing Clinic in Burlington
The Central Racine County Health Department and the Racine County Emergency Operations Center are partnering with the Wisconsin National Guard to open a five-day surge COVID-19 testing site to meet testing demand in Racine County as well as in surrounding counties and health department jurisdictions. Increased testing is a key priority for the reopening of Racine County and Wisconsin.
Testing Dates, Hours and Site
From Monday, May 11 through Friday, May 15, between 10 a.m. and 6 p.m., Wisconsin residents or people who work in Wisconsin who are experiencing symptoms consistent with COVID-19 can come to a free, drive-thru clinic. Drive-thru testing will be conducted at Burlington High School, 400 McCanna Pkwy, Burlington, WI 53105. People should enter the testing site from the driveway north of the high school from McCanna Parkway.
Community Testing Requirements and Information
No appointment is necessary for the drive-thru clinic. Racine County’s community test site will have the capacity to conduct 300 nasal swab tests each day. Members of the Wisconsin National Guard will conduct the testing and manage the specimen samples. Testing is available for those ages 5 and older but minors must be accompanied by a parent or guardian who can consent to the testing. Symptoms of COVID-19 include but are not limited to: Fever (>100.4); cough; shortness of breath or difficulty breathing; sore throat; headache; chills or rigors (repetitive shaking chills); muscle aches; new abnormalities in taste or smell.

An Interim Order to Turn Back the Dial was released on April 27 allowing the curbside drop off of goods or animals for service, outdoor recreational rentals, and car washes starting 8 a.m. Wednesday, April 29. Read the full order here.

The Wisconsin Department of Health Services and Central Racine County Health Department are providing a lot of data on confirmed COVID-19 cases, including locations of cases based on Census tracts. Safer at Home Order Extended to May 26
Gov. Tony Evers today directed Wisconsin Department of Health Services (DHS) Secretary-designee Andrea Palm to extend the Safer at Home order from April 24, 2020 to 8 a.m. Tuesday, May 26, 2020, or until a superseding order is issued. The order implements some new measures to ensure safety and support the progress we’ve made in containing COVID-19, but also allows certain activities to start up again. The order is available here.
Compost Site to Open with Temporary Safety Rules
Beginning Saturday April 18, 2020, the compost site will be open Monday-Saturday 10AM to 6PM. As always, the site is for City residents only and is for the disposal of residentially generated brush, branches, and other yard waste. Non-City residents may not use the site. Commercial and other non-residential users may use the site for a fee. They must set up an account by calling the Department of Public Works prior to visiting the site. Rates for commercial users can be found on the City’s website here: https://www.burlington-wi.gov/469/Compost-Site.
Rules
The site will have new rules to ensure social distancing and protect the health and safety of site users and staff. Vehicles lining up to access the site will form a single file line. Vehicles may only enter the site by making a right turn from northbound Maryland Avenue. No left turns from southbound Maryland Ave will be allowed into the site. This is necessary to ensure that traffic waiting to use the site does not back up into Milwaukee Avenue. Users are encouraged to access the site by entering on Congress St and then turning on Maryland Ave.
Once at the drop off site, only one user will be allowed to drop off material at a time. This ensures that adequate social distancing is maintained at all times. The site attendant will control the flow of traffic to the drop off site. Due to lack of available personal protective equipment the attendant cannot assist users with unloading material. The site will be self-service and users will be responsible for unloading their material without assistance from others. If you cannot unload your material without assistance, then you will have to wait until social distance restrictions are lifted to use the site. This is necessary to protect your health, the health of other users, and the health of site staff. Once, unloading material is complete users will be routed through the closed landfill to exit the site by the Hintz Baseball Complex. Please see the site map.
These rules may lead to longer than usual wait times to access the site. Site users should expect delays. The site will be open additional hours and days of the week to help compensate for the added wait times. If lines to access the site are long, users are encouraged to check back at a later time when waits may be shorter. These expanded hours are temporary and will be subject to change based on consideration of the public health concerns and staff availability.

Polling Location Change and Drive-Through Voting
By Emergency Declaration, on April 7, 2020 beginning at 7:00 a.m. until poll closure at 8:00 p.m. all voting for the Spring Election will be held at the Department of Public Works located at 2200 South Pine Street as a drive-through polling location.
As a voter you can expect the following process as a drive-through voting location:
The driver will enter at the Wastewater Treatment Plant entrance at 2100 S. Pine Street where you will stay in your car AT ALL TIMES and someone will approach your vehicle. All Poll Workers will be wearing appropriate Personal Protective Equipment.
- Upon entering the Department of Public Works garage, you will need to merge into the lane for your Ward (Wards 1-4 or Wards 5-8). To check your ward ahead of time, visit www.myvote.wi.gov. An election worker will be there to assist as well.
- You will move forward in your car through the line as instructed by an election worker to your polling location where the election process will begin.
- The voter will be asked to state their name, address and show an acceptable photo ID identification.
- The Inspectors shall determine if the voter is in the poll book and is eligible to receive a ballot.
- If you are not registered, an Election Inspector will assist you with the registration process while in the same line. You must have appropriate proof of residence with you.
- The voter shall sign a label to be entered into the poll book prior to receiving a ballot. A voter will receive a marking device to sign and use with the ballot.
- You will complete your ballot.
- Once you have completed your ballot you will be assisted by an Election Inspector that will confidentially place your ballot in the tabulation equipment.
- Exit the municipal location.
- If you are disabled and have accessibility needs, accommodations will be provided for accessible voting.
We understand this change can be disruptive; however, we will strive to provide the best customer service possible under these trying circumstances. Election workers can only assist one voter at a time. Please expect wait times. Please also know that, to the extent the procedures followed by the City of Burlington in this revised voting procedure differ from the provisions of the WEC memorandum, the procedures followed and implemented by the City of Burlington shall control. The City of Burlington recommends absentee voting by mail to minimize public contact, especially on Election Day. To receive your ballot at home, please apply for a ballot by 5 p.m. Thursday, April 2 at www.myvote.wi.gov or request an absentee ballot application at cityhall@burlington-wi.gov. Please be sure to include a copy of your Photo ID (not a selfie) if you are mailing in an absentee ballot request application. We recommend you do not wait until the last minute to apply to ensure your ballot will be received back to the City in time.
As a reminder, all ballots must be returned by 8:00 p.m. on Election day, April 7, 2020. Ballots received after 8:00 p.m. will NOT be counted. If you would like to drop off your ballot instead of mailing it, you can take it to the Police Station at 224 E. Jefferson Street, Monday through Friday, 8:00 a.m. to 4:30 p.m. until April 6. Do not drop your ballot off after hours, as there will be no one available to collect it and secure it. Also, we cannot accept ballots at the Police Station on Election Day. Those must be taken to your polling location.
In-person Absentee Voting
In-person absentee voting is still being held at the Police Station, 224 E. Jefferson Street Monday through Friday from 8 a.m. to 4:30 p.m. until April 3, 2020. Please note, this may change, and we will immediately communicate any changes.
Change in Services
Effective March 19, 2020 the City of Burlington has made alternative arrangements to in-person functions and closing City Hall, Public Works Building and Water Pollution Control Facility, Laboratory and the Fire Department to the public. Although we will be closing our buildings, we will continue to provide excellent public service via email, telephone and US. Mail. The composite site opening and brush pick up have been suspended until further notice. See the side menu for online options and contact information.

Racine County Donation Program
The Racine County Emergency Operations Center (EOC), in conjunction with local law enforcement and Fire/EMS agencies, is accepting community donations of facemasks, including hand-sewn masks, and other personal protective equipment as part of a countywide effort to compile needed equipment to combat the spread of COVID-19 (coronavirus). Equipment can be dropped off at any fire or police station in Racine County after 6 p.m. Tote boxes labeled for personal protective equipment donations are located near the entrances. State of Wisconsin PPE Donation/Buyback Program
The State of Wisconsin is looking for companies, educational facilities and other organizations that may have personal protective equipment (PPE) that could be used in the state’s response to the COVID-19 emergency. The state appreciates donations, and is willing to reimburse large quantities of PPE at fair market value. Read more about how to donate and what items are needed here.
Food Donations to the Fire Department
The City of Burlington Fire Department is very grateful to the community for the donation of food to our First Responders. Though we appreciate everything, currently, we are not able to accept food from outside sources for the protection of our First Responders. We thank you for your understanding during this difficult time!

Registering to Vote
A Federal District Court ordered that the Wisconsin Elections Commission (WEC) re-activate online voter registration through March 30 for the April 7 election at www.myvote.wi.gov. You may also register in-person at the Police Station until Friday, April 3rd. Please remember to bring your Proof of Residence. Election Day Registration will also be available, however, in an effort to avoid public contact, please make every effort possible to register prior to election day.
Service Changes
As a reminder City Hall, the Public Works Building and Water Pollution Control Facility, Laboratory, Library and the Fire Department are closed to the public. City of Burlington employees that support the administrative functions normally from City Hall are performing their work remotely. Residents can access some City services online and call or e-mail the City with questions during regular business hours (Monday - Friday, 8 a.m. to 4:30 p.m.). Safer at Home
With the announcement of Governor Evers #SaferAtHome, this leaves many questions including: 1) What does #SaferAtHome mean? How long will this be in affect? Does this mean I can go to work? Can I go outside? Can I go to the City of Burlington parks or any other park?
Governor Evers announced a State-wide #SaferAtHome order, beginning at 8 a.m. on March 25, through 8 a.m. on April 25 or until a superseding order is issued. Reflecting the COVID-19 global pandemic and national public health emergency, the Common Council will approve at its April 8 Common Council meeting the issued emergency declaration for the City of Burlington. Mayor Hefty issued an emergency declaration for the City on March 18, 2020. This measure provides the City with the ability to utilize emergency purchasing and emergency staffing protocols and procedures as needed. Service Changes
As a reminder City Hall, the Public Works Building and Water Pollution Control Facility, Laboratory, Library and the Fire Department are closed to the public. City of Burlington employees that support the administrative functions normally from City Hall are performing their work remotely. Residents can access some City services online and call or e-mail the City with questions during regular business hours (Monday - Friday, 8 a.m. to 4:30 p.m.). Please refer to the March 18 press release for specific details and contact information here.

Absentee Voting
We recommend absentee voting by mail to minimize any public contact. To receive your ballot at home, please apply for a ballot by April 2 at www.myvote.wi.gov or request an absentee ballot application at cityhall@burlington-wi.gov. In-person absentee voting is still being held at the Police Station, 224 E. Jefferson Street Monday through Friday from 8 a.m. to 4:30 p.m. until April 3, 2020. Please note, this may change, and we will immediately communicate any changes.
A Federal District Court ordered that the Wisconsin Elections Commission (WEC) re-activate online voter registration through March 30 for the April 7 election at www.myvote.wi.gov. By pre-registering to vote online, this will eliminate as many election day registrations as possible.
Compost Site & Brush Collection Suspended
Due to the recent Coronavirus Outbreak and the Safer at Home Order issued by Governor Evers, the City is operating at minimum levels of staffing to ensure safety of employees and the community, while providing critical public health and safety functions. This means that some non-essential services will be discontinued during this time.
The compost site typically opens for the season at the beginning of April. The site opening has been postponed and biweekly curbside brush collection has also been postponed, as these are not essential services. By opening the compost site, this would encourage unnecessary travel and interaction that are not essential for public health and safety. Therefore, is not complaint with the Governor’s Safer at Home order. We would also like to remind residents that open burning is restricted within the City limits (http://burlington-wi.gov/292/Burning-Restrictions). Verbal permission from the Fire Department must be granted prior to any recreational fire, and a written permit must be issued by the Fire Department prior to any open burning or bonfire being started. Changes in Services
Effective March 19, 2020 the City of Burlington will be making alternative arrangements to in-person functions and closing City Hall, Public Works Building and Water Pollution Control Facility, Laboratory and the Fire Department to the public. Although we will be closing our buildings, we will continue to provide excellent public service via email, telephone and US. Mail. The City is finalizing business continuity plans for departments and instituting a series of measures for flexible work options to ensure the safety of our employees.

Voting

- The Lab will continue to process compliance sampling for but will no longer accept private well tests or other outside testing.
- Utility bills should be submitted through PSN, direct pay, or through the mail.
- City Parks typically open May 1st. The opening of City Parks has been postponed and all park facilities shall remain closed to the public. Please note that public playgrounds and other park facilities will not be cleaned or sanitized and should not be used.

Vital Records will be available through the mail, online or through any local Register of Deeds Office (ROD) that is still open to the public.
