City engineering services are provided by a private engineer. Currently, the City contracts with Kapur & Associates, Inc., a full service civil consulting engineering firm.  Kapur's headquarters is in Milwaukee with an office in Burlington.

Primary Functions Of Municipal Engineering

  • Review development plans to ensure that water, wastewater, street and drainage improvements meet Burlington's development standards.

  • Design capital improvement projects such as water and wastewater repair and rehabilitation, pavement reconstruction and drainage improvements.

  • Inspect the construction of public infrastructure to ensure it meets all necessary specifications.

  • Contract management including coordination with contractors, engineers and the Wisconsin Department of Transportation for highway construction projects.

  • Assist in developing infrastructure long-range plans to ensure the city's infrastructure is built to meet anticipated growth and development in an efficient and cost effective manner; and to reveal needed improvements for existing infrastructure.

  • Creation, maintenance and archiving of plans and maps of public infrastructure.

  • Provide assistance for traffic signals and problems, surveys, traffic counts, benchmarks and sidewalk programs.

The City of Burlington requires a right-of-way permit for any work within the public right-of-way, which is typically the area between, and including, the sidewalks on each side of the street.

This permit is typically required for items such as:

  • Sidewalk and driveway replacement.

  • Sanitary or water service repairs in the right-of-way.

  • Public utility installation, i.e., electric, gas, telephone, cable TV

  • Cases where construction equipment or dumpsters need temporary use of the right-of-way.

There is an administrative reimbursement fee for work done in the public right-of-way. The fee is $150.00 for excavation under pavement, or 12" below grade; or $25.00 for "surface work", not under street pavement. Contact the Dept. of Public Works at (262) 763-2060 for information about procedures, permits and required submittals to perform work within the right-of-way.
