POLICE AND FIRE COMMISSION

MINUTES FROM NOVEMBER 5, 2003 MEETING

 

The meeting was called to order at 6:30 p.m. by President Thomas Pringle. Commissioners present were Patricia Spiegelhoff, James Stobber, Norris (Jack) Berry and David Kaiser. Also present were Police Chief David Walsh and Fire Chief Richard Lodle.

Motion to approve the minutes as printed of the October 1, 2003 meeting by Commissioner Berry , seconded by Commissioner Spiegelhoff. Motion carried unanimously.

Report from Fire Chief:

Motion at 6:31 p.m. by Commissioner Stobber, seconded by Commissioner Spiegelhoff, pursuant to Section 19.85(1 )(c), Stats., to move into closed session to interview firefighter candidate. Motion carried unanimously.

Motion out of closed session at 6:52 p.m. by Commissioner Kaiser, seconded by Commissioner Berry. Motion carried unanimously.

Motion to add candidate Steven Murphy on the eligibility list as a probationary firefighter candidate by Commissioner Stobber, seconded by Commissioner Kaiser. Motion carried unanimously.

The Chief reported on the resignation of Peter Wicklund, a member of Hose Co. #2, due to his relocation because of a job transfer.

Report from Police Chief:

Motion at 7:21 p.m. by Commissioner Kaiser, seconded by Commissioner Berry, to move into closed session, pursuant to Section 19.85(1)(c), Stats., to consider performance evaluation data of police officers, including probationary officer performance. Motion carried unanimously.

Motion out of closed session at 7:22 p.m. by Commissioner Kaiser, seconded by Commissioner Berry. Motion carried unanimously.

Motion by Commissioner Stobber to appoint probationary officer Kathryn Parker to permanent status, effective November 5, 2004, seconded by Commissioner Spiegelhoff. Motion carried unanimously.

Chief Walsh reported to the Commission that "Officer Parker has successfully completed her 18 month probationary period and is developing into a fine police officer." The Chief noted her intelligence and compassion and commented that he personally was impressed by her work ethic and her ability to switch gears as necessary. The Chief commented that she possesses the traits he would like to have in the officers that patrol the City of Burlington.

Police and Fire Commission Business:

The Police Chief discussed with the Commission his written response to the Criminal Justice Associates Study and his opinion as to its recommendation.

The Commission has agreed that no meeting will be held for the month of December, 2003. Motion to adjourn on call at 7:40 p.m. by President Pringle, seconded by Commissioner Kaiser. Motion carried unanimously.
