POLICE
AND FIRE COMMISSION
MINUTES FROM
OCTOBER 1, 2003 MEETING
The meeting was called to order at 6:33 p.m. by
President Thomas Pringle. Commissioners present were
Patricia Spiegelhoff, James Stobber, Norris (Jack) Berry
and David Kaiser. Also present were Police Chief David
Walsh and Assistant Fire Chief Richard Peterson.
Motion to approve the minutes as printed of the
September 3, 2003 meeting by Commissioner Berry,
seconded by Commissioner Spiegelhoff. Motion carried
unanimously.
Report from Assistant Fire Chief:
Motion at 6:38 p.m. by Commissioner Stobber, seconded
by Commissioner Spiegelhoff, pursuant to Section
19.85(1)(c), Stats., to move into closed session to
review application for firefighter and to interview
firefighter candidate. Motion carried unanimously.
Motion out of closed session at 6:47 p.m. by
Commissioner Kaiser, seconded by Commissioner Berry.
Motion carried unanimously.
Motion to add candidate Arthur Leydel to eligibility
list for firefighters by Commissioner Stobber, seconded
by Commissioner Berry. Motion carried unanimously.
Motion to interview at next meeting the applicant for
firefighter by Commissioner Kaiser, seconded by
Commissioner Stobber. Motion carried unanimously.
Report from Police Chief:
Motion by Commissioner Kaiser at 6:48 p.m., seconded
by Commissioner Stobber, pursuant to Section
19.85(1)(c), Stats., to move into closed session to
consider employment, promotion, compensation or
performance evaluation data of police officers,
including probationary officer performance. Motion
carried unanimously.
Motion out of closed session at 7:05 p.m. by
Commissioner Kaiser, seconded by Commissioner
Spiegelhoff. Motion carried unanimously.
Six Month Report from Police Chief:
The Chief reported on his response to the
recommendations of the study of the police department
ordered by former Chief Patla. The Chief supplied the
Commission with his written response to the report
suggestion. The Commission agreed to discuss the Chiefs
response at its next monthly meeting.
The Assistant Fire Chief and Police Chief discussed
the recent mock emergency drill with the Commission. The
Assistant Fire Chief and Police Chief also discussed
with the Commission the impact of going from local to
county wide dispatch on the fire and police departments.
The Police Chief reported on his meeting with the
sheriff and the sheriff's deputy concerning sharing
costs of the new county wide dispatch and a discussion
of the merits and demerits of local verses county wide
dispatch followed. Both the Assistant Fire Chief and the
Police Chief indicated that at the present time they
were opposed to going to county wide dispatch.
Motion to adjourn at 7:20 p.m. by President Pringle,
seconded by Commissioner Kaiser. Motion carried
unanimously.
