Chairman Darrell Eisenhardt called the meeting to order at 6:32 P.M.

Roll Call: Present: Commissioner Tom Follis, Kelly Kamlager, Todd Schalinske, Alderman Bob Prailes, DPW Supervisor Larry Gobel and Park Board President Darrell Eisenhardt.
Excused: Commissioner Clay Brandt. Commissioner Heather Kane-Terhorst arrived at 6:36 P.M.

Approval of July 19, 2007 Meeting Minutes
Chairman Eisenhardt entertained a motion to approve the July 19, 2007 Park Board Minutes. Chairman Eisenhardt noted that on the 2nd page, 3rd paragraph, it stated that Commissioner Kane-Terhorst had received a complaint about the fireworks, and it should actually be the complaint was received regarding the port a pots not being open on Congress Street during the fireworks. Commissioner Prailes motioned to approve with noted changes. Seconded by Commissioner Kamlager. All voted aye, motion carried.

Citizens Comments
Dusty Porter representing the EWW (Extreme Wisconsin Wrestling) Wrestling Company, was in attendance to ask permission from the Park Board to hold free wrestling shows one of the City Parks. After some discussion, the Commissioners felt the EWW Wrestling Company should apply for a special event permit through City Hall.

Old Business

  1. Tennis Court Striping - Devore Park

Larry Gobel, DPW Supervisor advised the Park Board that he had been in contact with the contractor for the striping, and they thought they would complete the project within the next week to week and a half.

  1. Wagner Park Playground Equipment - Site Layout

Larry Gobel, DPW Supervisor stated he had been in contact with Bob of Gerber Leisure Products. An evergreen tree will be removed prior to installation of playground equipment to allow necessary space needed. Delivery is scheduled for mid to late September.

  1. Devore Park Pavilion - Discussion of options

Alderman Prailes stated three bids were received for Devore Park Pavilion project. Two bids were received for post and beam construction and one for truss system only. The two bids for post and beam type construction were between $14,500 and $16,500. The Truss System bid was for approximately $11,000. The Contractor who bid the truss system only was not interested in bidding the post and beam construction.

The Commissioners were in agreement that all favored the post and beam construction and felt it the better choice. The Commissioners discussed in length cost options, and amounts that various service organizations would be willing to donate. Todd Schalinske to send out a formal letter to the various service organizations.

The Commissioners discussed concrete and electrical costs, which are to come from Park Development Funds. Larry Gobel, DPW Supervisor stated the associated costs for concrete and electrical were approximately $20,000.00.

Alderman Prailes indicated the contractor would like to get started as soon as possible. Larry Gobel, DPW Supervisor had stated he would have his crews start the site preparation as soon as possible.

Chairman Eisenhardt entertained a motion to approve the contract to the lowest bidder of the post and beam construction. Motion to approve made by Commissioner Schalinske. Seconded by Commissioner Follis. All voted aye, with Alderman Prailes abstaining from voting. Motion carried.

New Business

  1. Discussion of Park Land Development for recent annexation

The Commissioners discussed Park Land Development for the recent 20 acres annexed into the City of Burlington, known as the Schaffer property. They discussed several options available. One option being proposing to develop the land through the Park Board and requesting such items as parking lot, bathrooms and lighting, grading, or any other items the Park Board felt necessary. The other choice would be to turn over control of the Park to the Developer. None were in favor of this.

After additional discussion, Chairman Eisenhardt entertained a motion to accept the Schaffer land into the City of Burlington Park System, with a developer's agreement and to do conceptual plans of each phase as the subdivision is developed. Motion to approve as stated made by Commissioner Follis. Seconded by Commissioner Schalinske. All voted aye, motion carried.

  1. Discussion of Car On Ice at Echo Park for Winter 2007

Larry Gobel, DPW Supervisor stated the Kiwanis Club had contacted him regarding the Car on Ice at Echo for Winter 2007. They indicated they would like to promote it sooner this year and therefore were seeking Park Board approval at this time. Chairman Eisenhardt motioned for approval. Seconded by Alderman Prailes. All voted aye, motion carried.

Other Items
Commissioner Schalinske stated the pavilion at Riverside Park had paint peeling off the inside portion of the pavilion. Larry Gobel, DPW Supervisor, indicated that possibly in the spring it could be repainted. Commissioner Schalinske also indicated there were several wires hanging by the electrical box. Larry Gobel, DPW Supervisor stated he would have it looked into.

There being no further items for discussion, Chairman Eisenhardt entertained a motion for adjournment. Commissioner Kamlager motioned to adjourn. Seconded by Commissioner Schalinske. All voted aye and Chairman Eisenhardt adjourned the meeting at 7:52 P.M.
