HISTORIC PRESERVATION COMMISSION
MEETING MINUTES
COMMON COUNCIL CHAMBERS
Thursday, August 24, 2006 at 6:30 P.M.
Acting Chairman Judy Stone called the meeting to
order at 6:30 p.m.
Roll Call: Present: Commissioners Bob Henney,
Susan Kott, Steven Whittow and acting Chairman Judy
Stone. Absent and excused: Tom Stelling, Joe Busch, and
Kent Strong. Also present: Pat Scherrer, Building
Inspector for City of Burlington and Francesca Bumpurs
of RCEDC.
Citizen Comments: None
Approval of March 23, 2006 Meeting Minutes (final
approval needed).
Acting Chairman Stone stated this item would need to
be placed on the September Agenda for approval. The four
Commissioners that were present at the March meeting
need to be present for approval.
Approval of July 27, 2006 Meeting Minutes:
Acting Chairman Stone entertained a motion for
approval of the July 27, 2006 Minutes. Motion for
approval made by Commissioner Whittow. Seconded by
Commissioner Kott. All voted aye, motion carried.
Certificate of Appropriateness Application
Constance Stellmacher, 484 N. Pine Street, Burlington,
WI 53105
Constance Stellmacher presented a Certificate of
Appropriateness Application requesting to board the rear
windows with chick pea colored boards, cut in size to
match the window openings.
After some discussion, Acting Chairman Stone
entertained a motion to recommend approval. Commissioner
Kott motioned to recommend approval to the Council the
Certificate of Appropriateness Application for Constance
Stellmacher for 484 N. Pine Street as presented to use
tongue and groove board to enclose lower level window
openings painted in Chick Pea #59. Seconded by
Commissioner Henney. There was no further discussion all
voted aye, motion carried.
The Commissioners then discussed the upper level of
the building. Ms. Stellmacher requested replacing window
replacement on the second floor. After some discussion,
Commissioner Kott motioned to recommend approving
replacing the windows on the second floor as presented
with double hung plane glass windows, similar to what
was previously there. Seconded by Commissioner Henney.
There was no further discussion, all voted aye and the
motion carried.
Certificate of Appropriateness Application
Frank Cannella/K.A. Management, 492 N. Pine Street,
Burlington, WI 53105
K.A. Management submitted a Certificate of
Appropriateness Application requesting to replace their
existing awning in a color as close a match as possible
to the existing Godske awning. After some discussion,
Acting Chairman Stone entertained a motion for approval.
Commissioner Kott motioned to recommend approval to the
Council for the Certificate of Appropriateness
Application for K.A. Management as presented. Seconded
by Commissioner Henney. There was no further discussion,
all voted aye and the motion carried.

Discussion regarding possible change to Historic
Preservation Overlay District Ordinance to be
recommended to Plan Commission: Chairman Stone asked
Francesca Bumpurs of RCEDC to place item on next Agenda
to allow discussion by all Commissioners.
Review of Grant Funding Status
Francesca Bumpurs of RCEDC reported all funds have
been depleted.
Questions and Comments concerning potential/future
projects.
Frank Zampano of Zumpano's Ristorante & Pizzeria of 180
East Chestnut Street, Burlington, WI had submitted an
application for a Certificate of Appropriateness and
Sign Permit Application, both of which were for idea
recommendations and not approval.
The first request was for placing a window in the
corner of the building, with the hopes of adding
additional windows as their budget allowed. A Sign
Permit Application presented, with color renderings,
detailed a two dimensional sign with their logo.
The Commissioners discussed the window placement and
the sign and felt that Mr. Zampano should come before
the HPC Committee on the Agenda once they have details
from Dennis Spankowski for the sign, and at that time
could also present the drawings for the window placement
for approval.
The colors presented for the building were Roy Croft
Red and Bungle House Grey, both of which were HPC
appropriate colors. Acting Chairman Stone entertained a
motion to approve the colors for the building. Motion
was made by Commissioner Kott to recommend approval of
the color choices for the building as presented.
Seconded by Commissioner Whittow. There was no further
discussion, all voted aye and the motion carried.
There being no further items for discussion, Acting
Chairman Stone entertained a motion for adjournment.
Commissioner Kott motioned for adjournment, seconded by
Commissioner Henney. All voted aye and Acting Chairman
Stone adjourned the meeting at 7:02 p.m.
