MEETING MINUTES

COMMON COUNCIL CHAMBERS

July 27, 2006

Chairman Tom Stelling called the meeting to order at 6:30 p.m.

Roll Call: Present: Commissioners Bob Henney, Kent Strong , Steve Whittow and Chairman Tom Stelling. Absent and excused: Joe Busch, Susan Kott and Pat Scherrer, Building Inspector for City of Burlington. Also absent: Judy Stone. Also present: Francesca Bumpurs of RCEDC.

Citizens Comments: None

Approval of March 23, 2006 Meeting Minutes: Chairman Stelling stated the four HPC Commissioners who attended the March 23, 2006 meeting were not all present and therefore the Minutes would again be tabled.

Approval of June 22, 2006 Meeting Minutes: Chairman Stelling entertained a motion for approval of the June 22, 2006 Minutes. Commissioner Strong motioned, seconded by Commissioner Whittow. All voted aye, motion carried.

Certificate of Appropriateness Application
Dale Bruesewitz, 140 W. Chestnut Street, Burlington, WI 53105

Mr. Bruesewitz was present to present his Certificate of Appropriateness Application which proposed painting the existing metal awning in addition to the trim work. Colors presented were Roycroft Copper Red with three stripes of Peace Yellow at each end of the awning. In addition, the applicant proposed painting all wood trim around and below the windows in Peace Yellow as indicated in drawing provided.

The Commissioners discussed the non conforming metal awning and felt the color choice for striping may need enhancement. After some discussion, the Commissioners discussed doing a Response Team Visit to determine if colors were appropriate once the awning had been cleaned and primed.

Chairman Stelling entertained a motion to recommend approval of the Certificate of Appropriateness Application to Dale Bruesewitz for his project at 140 W. Chestnut Street to allow cleaning, priming and a sample paint color on the awning to allow a Response Team Visit to determine appropriate color details of the metal awning and wood trim for final recommendation. Date of Response Team Visit to be on August 7th or 8th, with Mr. Bruesewitz contacting either Chairman Stelling or Francesca Bumpurs to determine exact date and time. Commissioner Strong motioned for approval, seconded by Commissioner Henney. There was no further discussion, all voted aye and motion carried.

Mr. Bruesewitz stated he may also be interested in doing additional work on the façade. Chairman Stelling indicated that additional work could be added, if approved, by amending his Certificate of Appropriateness Application once it is approved, or by submitting a new application.

Review of §315-139, Certificate of Appropriateness
Chairman Stelling stated that the Certificate of Appropriateness Application should be reviewed by the Commissioners to determine if all required information is listed on the application. Judith Schulz stated that she felt informing applicants that historic pictures be provided to the HPC was an important factor.

Certificate of Appropriateness Packets in addition to Sign Permit Applications are distributed either through Pat Scherrer at City Hall or Francesca Bumpurs of RCEDC. Chairman Stelling stated they would verify with Pat Scherrer, Building Inspector that all information is provided when applicants request Appropriateness Applications.

Discussion on possible new definitions/ordinances for repaint, touch-ups, color change and seasonal timing of requests.
Francesca Bumpurs compiled information from various historic communities for comparison use regarding definitions and ordinances for repaint, touch-up, color change and season timing of requests. Chairman Stelling stated he would prefer all Commissioners be present for discussion and therefore discussion would be at a later date when the majority of Commissioners were in attendance.

Francesca Bumpurs of RCEDC stated it would be some time before information regarding interest earned would be available from City Hall.

There being no further items for discussion, Chairman Stelling entertained a motion for adjournment. Commissioner Henney motioned, seconded by Commissioner Strong. Chairman Stelling adjourned the meeting at 7:00 p.m.
