MEETING MINUTES
COMMON COUNCIL CHAMBERS
March 23, 2006
Chairman Tom Stelling called the meeting to order at
6:30 p.m.
Roll Call: Present: Commissioners Joe Busch, Bob
Henney, Susan Kott and Chairman Tom Stelling. Absent:
Peter Girolamo and Judy Stone. Also present: Francesca
Bumpurs of RCEDC and Pat Scherrer, Building Inspector,
City of Burlington.
Citizen Comments: Chairman Stelling welcomed
everyone to the HPC meeting, wanted them to know that
the Historic Preservation Commission is there to help
them through the process of their applications and
projects, and thanked them for their patience.
Approval of February 23, 2006 Meeting Minutes:
Chairman Stelling entertained a motion for approval of
the February 23, 2006 Minutes. Motion made by
Commissioner Henney, seconded by Commissioner Kott. No
further discussion, all voted aye, motion carried.
Certificate of Appropriateness Application
Burlington Public Library/Gayle Falk, 166 E. Jefferson
Street, Burlington, WI
The COA for the Burlington Public Library was
submitted to the HPC for review of basic maintenance on
the façade to include repainting the trim and shutters
on all sides of the building in white (current color),
repaint pillars and porch on Pine Street in white
(current color), repaint decorative railings on roof in
white (current color) and repaint flower boxes in white
(current color). After some discussion, Commissioner
Busch motioned to recommend approval as presented,
seconded by Commissioner Kott. Commissioner Henney
suggested perhaps they should consider if there is any
wood rot and make allowances for needed repairs.
Commissioner Busch motioned to amend his original
recommendation to as presented, but with allowance for
replacement of any rotted wood with wood or wood like
products. Seconded by Commissioner Kott. There was no
further discussion; all voted aye, motion carried.
Sign Permit Application
Burlington Public Library/Gayle Falk, 166 E. Jefferson
Street, Burlington, WI
The Sign Permit Application submitted for the
Burlington Public Library was submitted to the HPC
Commissioner for review requested basic maintenance of
the existing freestanding sign. The repainting would be
done in the same colors currently existing. After some
discussion, Commissioner Busch motioned to recommend
approval of the Sign Permit Application for Burlington
Public Library. Seconded by Commissioner Henney. There
was no further discussion, all voted aye and the motion
carried.
Certificate of Appropriateness Application
Paul Zarek/Zarek Insurance, Inc., 124 & 136 E. Chestnut
Street, Burlington, WI
Mr. Zarek's COA was presented for review by the HPC,
with Mr. Bob Riggs present to answer questions.
Mr. Zarek's COA was requested use of triple windows
instead of double, bulkheads, corbel replacement and
color choice. The Commissioner discussed in length the
various items being presented. Commissioner Busch
motioned to recommend approval to Mr. Zarek of his
Certificate of Appropriateness Application as presented,
with bulkheads to stay at existing height, bulkheads to
be same height as windows, one color choice of downy
sand, with other colors to be chosen at a later date,
with six panel steel door and 2/3 glass door, leaving
same size window similar to photo dated 1960's, with
brick above second story arched windows. Seconded by
Commissioner Kott. There was no further discussion; all
voted aye, motion carried.
Certificate of Appropriateness Application
David Berlin, 120 W. Chestnut Street, Burlington, WI
Mr. Dan Fuerstenberg was present to represent Mr.
Berlin for his Certificate of Appropriateness
Application. This application was previously tabled to
allow Mr. Berlin time to compile complete details
regarding his request, including size of glass,
materials to be used, window and door types and
placement.
The building currently consists of two doors. Mr.
Berlin requested to install an additional door to be
installed in place where there originally was a door
leading to the basement. The 116 W. Chestnut Street
Address door goes to the upstairs apartments, 122
would go to the basement and 120 would be the new
entrance into the business currently located as Art, Etc
(to the left of their sign)
Currently installed are louvers at 122 W. Chestnut.
These louvers would be removed and replaced with a
natural stained wood door. Mr. Fuerstenberg indicated
Mr. Berlin wanted to find old doors to match what was
there previously.
The Commissioners felt the drawings were very vague
though conceptually right and Mr. Berlin's basic ideas
were good. Chairman Stelling also stated a scaled
detailed elevation drawing of the whole building, in
addition to pictures, would make it easier for
presentation and allow the Commission to make an
appropriate decision and ensure the project is done
appropriately.
After additional discussion, Commissioner Bush
motioned to recommend approval of Mr. Berlin's
Certificate of Appropriateness Application with the
following requirements: The bulkheads are done similar
to the bulkheads at 517 Milwaukee Avenue, the bulkheads
also to be included in recessed door area, glass on
inset area approximately 4' X 8', all wood doors, leave
sign board as existing, color of downy sand, center of
sign board same to be same colors on bulkheads, to
provide completed elevation with colors noted, to
provide partial floor plan of front of building, and all
sizes as presented on provided sketch. Seconded by
Commissioner Kott. There was no further discussion; all
voted aye, motion carried.
Certificate of Appropriateness Application
Ralph Zumpano/Pizza de Roma, 180 E. Chestnut Street,
Burlington, WI
Mr. Dan Fuerstenberg was present to represent Mr.
Ralph Zumpano for the Certificate of Appropriateness
Application for Pizza de Roma. Mr. Zumpano was
requesting to install, frame and trim new tempered,
thermo pane LowE windows as indicated on sketch
provided.
Mr. Fuerstenberg stated that currently there is
plywood on the outside of the building and Mr. Zumpano
wanted to install one window. The Commissioners stated
that although the building was a non-contributing
building in the HPC District, all felt due to the
location of the building, anything done to the building
should be creatively thought out now to avoid costly
mistakes in the future.
The Commissioners discussed the importance of having
complete detailed drawings showing elevations and proper
measurements. Commissioner Henney stated a detailed
drawing of the whole elevation of both sides would be
especially beneficial. Chairman Stelling stated it was
hard to understand the drawings as presented to
determine if HPC appropriate.
Commissioner Busch motioned to table the COA for Mr.
Zumpano for his project at Pizza de Roma to allow Mr.
Zumpano to bring back a detailed plan. Seconded by
Commissioner Henney. All voted aye and motion carried.
Sign Permit Application
Aaron Melby/Wisconsin Vision Associates, 139 W. Chestnut
Street, Burlington, WI
Mr. Aaron Melby was present for his Sign Permit
Application for Wisconsin Vision Associates. The
applicant was requesting to install a high-density
urethane (HDU) sandblasted façade sign. Dimension of the
sign 48" X 39" X 1". Colors submitted in photo. Mr.
Melby was informed the lettering of the sign was limited
to 12" maximum. After some discussion, Commissioner
Busch motioned to recommend approval of the Sign Permit
Application for Wisconsin Vision Associates as
presented, with the address on the sign to include
serifs. Seconded by Commissioner Henney. There was no
further discussion; all voted aye, motion carried.
Sign Permit Application
John Stellmacher/Landmark Title, 240 E. Chestnut Street,
Burlington, WI
Yvonne Johnson requesting installation of a wooden
sign with painted lettering with logo on the building
façade presented Mr. Stellmacher's Sign Permit
Application. A color photo was presented from Landmark's
Elkhorn office. Sign colors are as follows: white
background, maroon lettering, teal logo and border.
After some discussion regarding size appropriateness,
Commissioner Busch motioned to recommend approval of the
Sign Permit Application for John Stellmacher for
Landmark Title as presented with serif fonts for the
words Landmark Title Services and the City of Burlington
Building Inspector to determine maximum size allowable
by code. Seconded by Commission Kott. There was no
further discussion, all voted aye and motion carried.

Questions and Comments concerning potential/future
projects.
Chairman Stelling stated he would not be able to
attend the April HPC Meeting and would need someone to
act as Chairman during his absence. Commissioner Busch
also stated he would not be able to attend the April HPC
Meeting due to prior commitments. Chairman Stelling will
ask Commissioner Girolamo if he would be able to chair
the April HPC Meeting.
There being no other items for discussion, Chairman
Stelling entertained a motion for adjournment.
Commissioner Busch motioned to adjourn, seconded by
Commissioner Henney. There was no further discussion;
all voted aye and Chairman Stelling adjourned the
meeting at 8:06 p.m.
