MEETING MINUTES

COMMON COUNCIL CHAMBERS

December 22, 2005

Chairman Frank Cannella called the meeting to order at 6:30 P.M.

Roll Call: Present: Commissioner Peter Girolamo, Bob Henney, Tom Stelling and Chairman Frank Cannella. Absent and excused: Joe Busch and Susan Kott Absent: Judy Stone. Also present: Francesca Bumpurs of RCEDC and Pat Scherrer, Building Inspector for City of Burlington.

Citizen Comments: None.

Approval of November 17, 2005 Minutes: Chairman Cannella entertained a motion for approval of the November 17, 2005 Minutes. Motion for approval made by Commissioner Girolamo. Seconded by Commissioner Henney. All voted aye and the motion carried.

Façade Improvement Grant Application
Jim & Karla Gutche/Video Country, 256 E. Chestnut Street, Burlington, WI 53105

Karla Gutche was present for presentation of her Façade Improvement Grant Application for 256 E. Chestnut Street. Chairman Cannella notified Ms. Gutche that lien waivers and paid invoices would be needed before the HPC could recommend approval for payment.

Chairman Cannella also stated there was an improperly installed sign by one of her tenants. Ms. Gutche was notified that the tenant should see Pat Scherrer, City of Burlington Building Inspector for a Sign Permit Application. Until such time when these items are resolved, the Commission must delay payment.

Ms. Gutche stated she would obtain proper paperwork for submittal, and would contact her tenants regarding the improperly installed sign and she would return at a later date.

Certificate of Appropriateness Amendment
Rizzo & Diersen
115 Commerce Street & 549 Milwaukee Avenue, Burlington, WI 53105

Bruno Rizzo was requesting an amendment to his Certificate of Appropriateness for 115 Commerce Street & 549 Milwaukee Avenue. The applicant was proposing lighting for both entrances in addition to lighting for the Milwaukee Avenue sign.

The lights being requested were gold bronze color. Two different brand lights were presented. One being a Kischler gooseneck 9023OB and the other 9859TZ.

After some discussion, Commissioner Stelling made a motion to recommend approval of the 9023OB for the sign lighting and the 9859TZ for the entrances on Milwaukee Avenue and 115 Commerce Street. Seconded by Commissioner Henney. There was additional discussion regarding lighting in the alley by the new door. It was indicated there would not be. There was no further discussion, all voted aye and the motion carried.

Certificate of Appropriateness Application
Sign Permit Application
Carol Mortorano/Unique Dancewear Designs, 420 N. Pine Street, Burlington, WI 53105

Carol Mortorano attended to present her Certificate of Appropriateness Application and Sign Permit Application.

The Certificate of Appropriateness Application was submitted for exterior painting of the building. She proposed to paint the wooden areas of the façade, including trim, Classical White #SW2829. Ms. Mortorano stated the painting would not take place until spring due to cold weather conditions.

The Commissioners discussed the possibility of using an accent color for coverage of the the blue color currently on the façade. The color of Rockwood Antique Gold SW2814 was determined to be an appropriate accent color. Ms. Mortorano agreed.

Ms. Mortorano's Sign Permit Application was also discussed. The color of the sign presented was gold lettering with a pink letter Q, which was explained to be the business logo.. The sign would be centered on the glass, 3" from the top. The Commissioners stated that the lettering could be no larger than 12".

After some discussion, Commissioner Stelling motioned to recommend approval for the Certificate of Appropriateness Application and Sign Permit Application to Carol Mortorano for her project at 420 N. Pine Street as presented. Seconded by Commissioner Henney. All voted aye and the motion carried.

Certificate of Appropriateness Application
Paul Zarek/Zarek Insurance, 124 & 136 E. Chestnut Street, Burlington, WI 53105

Paul Zarek of Zarek Insurance presented a Certificate of Appropriateness Application for 124 & 136 E. Chestnut Street. He was proposing replacing existing storefront glass and entranceways with clear, LoE insulated glass with aluminum bronze framing. In addition, the existing canopy would be removed, as well as the brick and sills below the windows that would be replaced with cream city brick to match brick above the canopy.

From a previous HPC meeting, additional information was needed on the glass and transom area restoration, in additional to colors and door styles. The Commissioners also stated old photos for comparison should be provided and door styles should be brought back for presentation. None of these items were presented.

Mr. Zarek stated the canopy had been removed and there was nothing behind the canopy other than wood beams. He was requesting to place marine plywood in the place of the canopy, and then place a sign over the painted plywood. He stated the lettering of the sign would be done in a gold color. He stated the sign would cover the void area. Mr. Zarek was informed that the lettering could be no larger than 12".

The Commissioners discussed the doors and felt larger panels would be more HPC appropriate. There was discussion regarding old photos for presentation to show what was historically appropriate, however, none were presented. Commissioner Stelling stated Mr. Zarek could obtain pictures from Mr. Don Vande Sande of the Burlington Historical Society.

The Commissioners discussed tabling Mr. Zarek's Certificate of Appropriateness Application until additional information could be obtained regarding historical pictures of the building, pictures of styles and details of doors and any colors to be used. Mr. Zarek stated the work would not being until there was warmer weather. Chairman Cannella stated that the additional information should be provided to Francesca Bumpurs of RCEDC by January 16, 2006 to be included on the January HPC Agenda.

Chairman Cannella entertained a motion to table Mr. Zarek's Certificate of Appropriateness Application until historical pictures of the building were obtained in addition to styles and details of doors and any colors to be chosen and choice for signage. Seconded by Commissioner Girolamo. There was no further discussion, all voted aye and the motion carried.
