MEETING MINUTES
COMMON COUNCIL CHAMBERS
June 23, 2005
Chairman Frank Cannella called the meeting to order
at 6:30 P.M.
Roll Call: Present: Commissioners Peter Girolamo,
Susan Kott, Tom Stelling, Judy Stone and Chairman Frank
Cannella. Absent and excused: Joe Busch and Bob Henney.
Also present: Francesca Bumpurs of RCEDC and Pat
Scherrer, Building Inspector for the City of Burlington.
Citizen Comments: None
Chairman Frank Cannella stated there might be a
problem with recording the meeting. Apparently, someone
had been working on the recording system, and it was not
completely put back together.
Approval of May 26, 2005 Minutes: Commissioner
Girolamo motioned to approve the May 26, 2005 Minutes,
seconded by Commissioner Stelling. All voted aye and the
motion carried.
Certificate of Appropriateness Application
Janey Hoerneman/Just Having Fun Music 209 E. Chestnut
Street, Burlington, WI 53105
Ms. Hoerneman was in attendance to present her
Certificate of Appropriateness Application for her
project at 209 E. Chestnut Street. Ms. Hoerneman
proposed replacing gutters and extensions of the
downspouts, replacement of windows, cleaning, repair and
replacement of siding as necessary and painting the
building white.
The Commissioners discussed with Ms. Hoerneman her
proposed project. Two doors on the side of building,
which no longer serve a useful purpose, would also be
sided over. The building has seven windows, however at
the current time six (6) to be replaced with six double
hung windows. The Commissioners discussed having the
double hung windows with mullions, and windowpanes
installed to provide a historic look.
After some discussion, Chairman Cannella entertained
a motion to recommend approval of Ms. Hoerneman's
project at 209 E. Chestnut Street to replace gutters and
extensions with white aluminum gutters and extensions.
Replace a total of six, first and second floor windows,
as per drawing with double hung windows to include
mullions and panes. Clean and repair as necessary, and
at replacement cut the siding to be interlaced where
actual saw cut area is, and installing vertical batten
between the buildings on shorter portion of building.
The building to be painted white and to allow covering
false doors with siding, if determined by Pat Scherrer,
Building Inspector that there is a second exit to the
building.
Commissioner Stelling motioned to recommend approval
to reserve funds for Janey Hoerneman up to the maximum
of 50% or $5,000. Seconded by Commissioner Girolamo. A
Roll Call Vote was taken. Voting Aye: Commissioners Kott,
Girolamo, Stone, St4elling and Chairman Cannella. All
ayes and the motion carried.
Ms. Hoerneman indicated she would also like to paint
the storefront doors a colonial gray. She had a picture
rendering of the color. After some discussion,
Commissioner Stelling motioned to amend the original
approval to include painting of the doors colonial gray,
Pittsburgh paint Prophetic C No. 546-5. Seconded to
amend by Commission Stone. There was no further
discussion, all voted aye and the motion carried.
Façade Improvement Grant Application
Janey Hoerneman, 209 E. Chestnut Street, Burlington, WI
Ms. Hoerneman presented her Façade Grant Application
with an amount of $27, 108.00 The Commissioners
discussed amounts may change depending on which
contractors are chosen, but all felt it still would meet
the criteria for the $5000.00 maximum allowable grant
amount.
Commissioner Stelling motioned to recommend approval
to reserve funds for Janey Hoerneman up to the maximum
of 50%, or $5000.00. Seconded by Commissioner Girolamo.
A Roll Call Vote was taken. Voting Aye: Commissioners
Kott, Girolamo, Stone and Chairman Frank Cannella.
Chairman Stelling abstained from voting due to conflict
All ayes and the motion carried.
Certificate of Appropriateness Application
Jim and Karla Gutche/Video Country, 256 E. Chestnut
Street, Burlington, WI 53105
Commission Stelling removed himself to the gallery
to abstain from discussion or voting due to conflict of
interest.
Jim and Karla Gutche were present to assist in
answering questions regarding their Certificate of
Appropriateness Application for their project at 256 E.
Chestnut Street, Burlington, WI 53105. Dino Rizzitano of
Stelling & Associates was in attendance to represent Jim
and Karla Gutche.
Certificate of Appropriateness Application was
presented for east side of building requesting to remove
existing in fills and replacement/installation of many
first and second floor windows to replicate the 1909
façade as indicated on drawings presented. Window trim
to be dark brown, replacement of existing overhead door
with glass storefront entry to fit existing opening,
with trim on storefront to be dark bronze.
South side of the building proposal to replace
existing windows with glass storefront entry to fit
existing opening. Trim on storefront to be dark bronze.
New signage placement noted on drawings, but not
presented nor discussed. Chairman Cannella indicated to
Jim and Karla Gutche that back lit signs would not be
allowed in the HPC District and that they should keep
that in mind when they do apply for a Sign Permit
Application.
The Commissioners discussed the possibilities of the
building in length and future possibilities of what
could be done to enhance the historical look.
The Chestnut Street side façade would remain as it
currently is. The Commissioners discussed the old doors
on the parking lot side and how enhanced the overall
look would be if the doors were painted. Jim and Karla
Gutche agreed and stated painting these doors would be
feasible.
Chairman Cannella entertained a motion to recommend
approval to Jim and Karla Gutche for their project
located at 256 E. Chestnut Street to replace windows as
indicated and paint the trim as indicated on presented
drawing, in addition to painting the overhead barn door
and replace glass door on the front entry as indicated
on presented drawing. Doors are to be same bronze in
color. Commissioner Girolamo motioned to recommend
approval, seconded by Commissioner Kott. There was no
further discussion, all voted aye and the motion
carried. Commissioner Stelling abstained from voting.
Sign Permit Application
Johnson Financial Group, 101 West Chestnut Street,
Burlington, WI
Commissioner Stelling remained in the gallery to
abstain from discussion or voting due to conflict of
interest. Dino Rizzitano of Stelling and Associates was
in attendance to represent Johnson Financial Group.
The Commissioners discussed the window signage and
the framed logos next to the ATM machine, which were
never presented to the HPC Commission. Chairman Cannella
stated the ATM was discussed in detail previously as it
was part of what Johnson Financial Group wanted prior to
agreeing to put in their business.
After some discussion Chairman Cannella entertained a
motion to recommend that the etched looking glass be
removed. Commissioner Stone motioned, seconded by
Commissioner Kott. All voted aye and the motion carried.
Commissioner Stelling abstained from voting.
There was additional discussion regarding the removal
of the framed logos from the ATM machine, as these had
not been presented nor approved. Commissioner Stone
motioned to amend her original motion to include the
removal of the ATM logo sign, seconded by Commissioner
Kott. There was no further discussion, all voted aye,
and the motion carried. Commissioner Stelling abstained
from voting.

Questions and Comments concerning potential/future
projects:
Chairman Cannella stated that the Library would be on
the next Agenda to discuss the doors that were installed
at the Library on the Pine Street side.
There being no further items for discussion, Chairman
Cannella entertained a motion for adjournment.
Commissioner Kott motioned to adjourn, seconded by
Commissioner Girolamo. There was no further discussion
and Chairman Cannella adjourned the meeting at 7:40 P.M.
