MEETING MINUTES

COMMON COUNCIL CHAMBERS

October 28, 2004

Chairman Frank Cannella called the meeting to order at 6:31 P.M.

Roll Call: Present: Commissioners Peter Girolamo, Susan Kott, Al Schvetz, Judy Stone and Chairman Frank Cannella. Absent: and excused Joe Busch and Tom Stelling. Also present were Francesca Bumpurs of RCEDC and Pat Scherrer, City of Burlington Building Inspector.

Citizen Comments: None
Chairman Frank Cannella stated there was still a sign from the vacated building previously occupied by Classy Lady that needs to be removed, in addition to other signs in the HPC District. Pat Scherrer, Building Inspector will send notices that the signs need to be removed.

Approval of September 23, 2004 Minutes
Chairman Cannella stated a change should be made to page three, paragraph five. It should state: The 549 Milwaukee Avenue portion was proposed to remove two (2) windows on the first floor façade and replace them. Four windows removed and replaced with double hung windows, keeping the historic look for all.

Commissioner Girolamo motioned for approval with noted changes. Seconded by Commissioner Kott. There was no further discussion, all voted aye and the motion carried.

Chairman's Comments: Wisconsin Trust for Historic Preservation
Chairman Cannella announced the City of Burlington Historic Preservation Commission had been awarded a plaque from the Wisconsin Trust for Historical Preservation for the distinguished outstanding work that has been accomplished through the HPC Committee.

Francesa Bumpurs of RCEDC attended the award ceremony in Janesville, WI on October 22, 2004 and Chairman Cannella thanked her for her submittal to the WI Trust for Historical Preservation Committee for the goals accomplished through the HPC Commission.

Sign Permit Application

The Sign Permit Application presented by Oldenburg Insurance was for a projected 48" X 60" sign mounted on the corner of the building as indicated on rendered drawing.

Commissioner Girolamo stated the font types of the sign and awning were different and he did not feel the sign should be approved. Chairman Cannella stated the awning was a separate issue and would be addressed prior to payment being recommended.

Commissioner Girolamo stated he felt by allowing different font styles the Committee would be treating this sign different from previous applications. Chairman Cannella disagreed. The Commissioners discussed in length the font types of the sign, the awning, and lettering which is now under the awning.

Chairman Cannella stated the Oldenburg Insurance building has become such a nice looking building that the slight difference in the font is so slight that it should not be a critical factor. The historic context of the building and sign is what the HPC requested and to recommend denial of the sign would be a discouraging factor to other businesses in the HPC District.

After additional lengthy discussion, Chairman Cannella entertained a motion for approval. Commissioner Kott motioned to recommend approval to the Plan Commission for Dave Oldenburg of Oldenburg Insurance for the Sign Permit Application at 100 E. Chestnut Street, as presented. Seconded by Commissioner Schvetz. There was no further discussion. Voting aye: Commissioners Kott, Schvetz, Stone, and Chairman Cannella. Voting Nay: Commissioner Girolamo. The motion carried.

Façade Improvement Grant Amendment
Dave Oldenburg/Oldenburg Insurance, 100 & 112 E. Chestnut Street, Burlington, WI
Mr. Oldenburg had presented a breakdown of eligible expenses. For 100 E. Chestnut Street the total amount presented was $9923.54, 50% being $4961.77, of which only $150.00 was available due to previous approved dollar amounts, and the maximum allowable being $5000.00. For 112 E. Chestnut Street the total amount submitted for $5307.55, of which 50% of eligible amount being $2653.78.

There was discussion again regarding the awning and the question of whether or not it was installed as approved. After some discussion Chairman Cannella entertained a motion for approval. Commissioner Stone motioned to recommend approval to the Plan Commission the amounts as presented, with it being noted the awning should be verified for color and lettering. Seconded by Commissioner Kott. There was no further discussion, and a roll call vote was taken. Voting Aye: Commissioner Girolamo, Kott, Schvetz, Stone and Chairman Cannella. All ayes and the motion carried.

Discussion of Current Projects and Response Team Updates.

  • Rizzo & Diersen, 115 Commerce Street & 549 Milwaukee Avenue
    Mr. William Nickolai was present to answer questions regarding various items in questions. Mr. Nickolai had plan drawings, which he reviewed with the Commissioners. Chairman Cannella stated if pictures were available to look at, historically it would be easier to visualize what was trying to be accomplished. The other Commissioners were in agreement.

Mr. Nickolai stated he had pictures available at his office. Chairman Cannella stated the Committee would continue with other Agenda items if Mr. Nickolai would like to retrieve the pictures. Mr. Nickolai then left the meeting at 7:15 P.M.

Discussion of November meeting date.
The Commissioners discussed the date for the November meeting. The regularly scheduled meeting falls on Thanksgiving. After some discussion, it was determined November 29, 2004 at 6:30 P.M. would be the date and time for the November meeting.

Rizzo & Diersen, 115 Commerce Street & 549 Milwaukee Avenue (continued)
Mr. Nickolai returned to the meeting at 7:24 P.M. and presented current drawings of the property at 549 Milwaukee Avenue and 115 Commerce Street. Chairman Cannella thanked him and told him how helpful drawings are for visualization. They reviewed drawings and plans presented.

After a lengthy discussion, Chairman Cannella entertained a motion to recommend approval for the Certificate of Appropriateness Application for Rizzo & Diersen for their project located at 115 Commerce Street to allow transom glass replacement, with non-tinted glass divided into 9 partitions with no in fill area remaining, and four (4) plate glass windows to replace the in-fill area below the transom glass, and all framing to be a medium bronze color, including from the previous approved double hung windows on the second floor, including all windows on west wall/alley to be same style as the Commerce Street façade. Doors to be addressed separately. Commissioner Schvetz motioned for approval as stated by Chairman Cannella. Seconded by Commissioner Kott. All voted aye and the motion carried.

There was additional discussion regarding the transom area over the glass. After reviewing the details in the drawing and comparing to the photos, Chairman Cannella entertained a motion to amend the original motion to include transom area of three panels to coincide over each of the glass elements in the entry way below. Chairman Schvetz motioned to amend the original motion to include the above stated by Chairman Cannella. Seconded by Commissioner Kott. There was no further discussion, all voted aye and the motion carried.

The Commissioners also discussed the 549 Milwaukee Avenue side. After discussion, Chairman Cannella entertained for motion to recommend approval allowing the first floor facade to have four panels of glass, two on the front, two within the entry way and directly above the transom glass to replace the currently in-fill area. Transom glass will be in three partitions, coinciding above each of the plate glass windows above and the entryway. The second floor infill area will each be replaced by three double hung windows, 68 3/8" height with a 27 1/16" height fixed transom glass. Each window will be 35 3/8" wide, with a 4" separation between them. Framing will be medium bronze color, with one mullion dividing the windows vertically. Doors will be addressed at a later time. Motioned by Commissioner Girolamo as stated by Chairman Cannella. Seconded by Commissioner Kott. All voted aye and the motion carried.

There was additional discussion regarding the three upper windows if they were bump outs or bay windows. It was indicated that many years ago, possibly 60 years ago, the windows were taken out and replaced in addition to the second floor brick work being changed.

Chairman Cannella stated an amendment would need to be made for one mullion dividing the windows vertically at 115 Commerce Street. Chairman Girolamo motioned to amend the original amendment to include the wording with one mullion dividing the windows vertically. Commissioner Giralomo motioned to amend the motion for 115 Commerce Street to include the wording with one mullion dividing the windows vertically. Seconded by Commissioner Kott. There was no further discussion, all voted aye and the motion carried.

There being no further items for discussion, Chairman Cannella entertained a motion for adjournment. Commissioner Girolamo motioned for adjournment, seconded by Commissioner Schvetz, and Chairman Cannella adjourned the meeting at 7:45 P.M.
