MEETING MINUTES
COMMON COUNCIL CHAMBERS
August 31, 2004
Chairman Frank Cannella called the meeting to order
at 5:03 P.M.
Roll Call: Present: Commissioners Peter Girolamo,
Tom Stelling, Judy Stone and Chairman Frank Cannella.
Absent and excused: Commissioners Joe Busch, Susan Kott
and Al Schvetz. Also present was Francesca Bumpurs of
RCEDC.
Citizen's Comments: None.
Chairman Cannella thanked Commissioners Girolamo,
Stelling and Stone for taking time to attend the Special
HPC Meeting. He also thanked Francesca Bumpurs of RCEDC
and Deb Rintamaki.
Certificate of Appropriateness Application
Dave Berlin/Cool Nails, 524 Milwaukee Avenue,
Burlington, WI
Mr. Berlin's Certificate of Appropriateness
Application was for color choice of the façade. A
picture rendering was presented.
After some discussion, Chairman Cannella entertained
a motion for approval. Commissioner Stone motioned to
recommend approval of Mr. Berlin's Certificate of
Appropriateness with colors Downy Sand, Sage and Sage
Light Green as presented. Seconded by Commissioner
Stelling. There was no further discussion, all voted
aye, and the motion carried.
Certificate of Appropriateness Application
Dave Berlin/Destin Antiques, 581 & 589 S. Pine Street,
Burlington, WI
Mr. Berlin's Certificate of Appropriateness
Application for Destin Antiques at 581 & 589 S. Pine
Street was presented with color choices.
After some discussion, Commissioner Stelling motioned
to recommend denial to Mr. Berlin's Amendment for his
Certificate of Appropriateness Application until he
should decide to change colors previously approved.
Seconded by Commissioner Stone.
After further discussion Commissioner Stelling
motioned to amend the original motion to include,
clarification of staining and varnishing the door as
previously approved. All other colors shall remain as
currently applied. Seconded by Commissioner Girolamo.
There was no further discussion, all voted aye and the
motion carried.
Sign Permit Application
Dave Berlin/Destin Antiques, 581 & 589 S. Pine Street,
Burlington, WI
Mr. Berlin submitted a Sign Permit Application for
Destin Antiques. The application submitted was not an
HPC Sign Permit Application, but rather an application
for the Building Inspection Department. After some
discussion, the Commissioners determined that if the
sign were to be placed on the inside of the window, it
was out of HPC jurisdiction. It would be the property
owner's responsibility to contact Pat Scherrer, Building
Inspector regarding any further window sign.
Chairman Cannella suggested tabling the Sign Permit
Application of Mr. Berlin until such time he would
decide to hang a sign on the façade of the building
rather than on the inside of the window.
Commissioner Stelling motioned to table Mr. Berlin's
Sign Permit Application. Seconded by Commissioner Stone.
There was no further discussion, all voted aye, and the
motion carried.
Certificate of Appropriateness Amendment
Kevin Alvarez/Plaza Theater, 448 Milwaukee Avenue,
Burlington, WI
Mr. Alvarez was requesting to Amend his original
Certificate of Appropriateness Application to indicate
that the neon will not go along the front edge of the
marquee.
After some discussion, Commissioner Stelling motioned
to recommend approval to the Plan Commission an
Amendment to Mr. Alvarez's original Certificate of
Appropriateness Application to be amended by not having
the neon along the front of the marquee as was
previously approved. Seconded by Commissioner Girolamo.
There was no further discussion, all voted aye and the
motion carried.
Façade Improvement Grant Application
Kevin Alvarez/Plaza Theater, 448 Milwaukee Avenue,
Burlington WI
Mr. Alvarez's Façade Improvement Grant Application
was previously tabled pending new quotes to be provided.
Items have been completed and upon submittal of paid
invoices and verification of completion, Chairman
Cannella entertained a motion be made for recommendation
for payment. Commissioner Stelling motioned to recommend
approval of Mr. Alvarez's Façade Grant Application for a
maximum of $3878.19, or up to 50% of total invoice.
Seconded by Commissioner Girolamo. No further
discussion, a roll call vote was taken, all voted aye
and the motion carried. Voting Aye: Commissioners
Girolamo, Stelling, Stone and Chairman Cannella.
Certificate of Appropriateness Amendment
Jack David, 501 Milwaukee Avenue, Burlington, WI
The Commissioners discussed Mr. David's request for
an amendment to his original Certificate of
Appropriateness Application. After some discussion,
Commissioner Stelling motioned to recommend to the Plan
Commission an amendment to Mr. David's Certificate of
Appropriateness Application for two (2) doors facing
Milwaukee Avenue to be painted the same color as the
existing first floor façade wall. Seconded by
Commissioner Stone. There was no further discussion, all
voted aye and the motion carried.
There being no further items for discussion,
Commissioner Girolamo motioned for adjournment. Seconded
by Commissioner Stelling. Chairman Cannella adjourned
the meeting at 5:15 P.M.
