Minutes - April 25, 2001
At the meeting this Wednesday afternoon Mayor Lois
called the meeting to order at 4:00 p.m. starting with a
roll call: David Torgler, Frank Cannella, Larry Dawley,
Ken Jaeger, Paul Mueller, Bill Phenicie, Matthew
Russell, Karen Schinke and Robin Vos. Excused: Pat
Hoffman. Also present, Mike Dawson, representing the
Burlington Area Chamber of Commerce, Jenny Trick of
RCEDC and Thomas Kopatich of Polacheck Company.
Approval of Minutes. Motion by Robin Vos,
seconded by David Torgler the minutes of the March 21,
2001 EDC meeting were approved.
Old Business.
None.
New Business.
Business Survey Document. Jenny Trick of the
Racine County Economic Development Corporation presented
a copy of the annual business survey document for review
and discussion by the EDC members. Different from prior
years, the survey document will have an attached
questionnaire sheet specific to the City of Burlington
and its business climate.
Suggested questions to include within the survey were
provided by the EDC members. Issues relating to the
Burlington Manufacturing and Office Park (BMOP), loan
and grant program knowledge, housing stock, employee
attraction/retention issues as well as, transportation
uses and barriers were suggested. Additionally, the
Committee members wanted to include a general area for
comments and questions.
Jenny Trick reported that the survey document would
be completed and provided to the identified companies by
the end of May, with retrieval by the Committee members
by mid-June, 2001. Joanne Allen of the RCEDC will be
present at the May EDC meeting to offer suggested
language for the Committee members to facilitate
dialogue during the document retrieval and tour.
Polacheck Company Marketing Efforts. Thomas
Kopatich within the Industrial Properties Group provided
a copy of preliminary marketing data relating to the
Burlington Manufacturing and Office Park, as well as
list of companies contacted relative to their potential
expansion/relocation opportunities. Mr. Kopatich further
offered his thoughts on the value of contacting
construction firms within surrounding communities and
counties.
Other Matters.
David Torgler informed the EDC regarding the State of
Wisconsin Department of Transportation meeting scheduled
for May 23, 2001 regarding the STH 83 road construction
project. Mr. Torgler informed the committee of a
potential delay and the resulting impact of the road
conditions. He indicated that a sign will be placed on
STH 83 to inform the public of the potential delay.
Documentation was requested to be provided to the EDC
members for their information and provision other
interested parties.

On a motion by Bill Phenicie, seconded by Robin Vos
the meeting was adjourned at 5:10 p.m.
