City Hall – Upper Conference Room

December 20, 2002

At the meeting this Friday morning, Mayor Claude Lois called the meeting to order at 7:30a.m starting with a roll call: Mayor Claude Lois, David Torgler, Mary Brensinger, John Ekes, Kevin McKillip, John Smith, Dennis Spankowski, Tom Stelling, Bill Stone,and Joanne Allen.

Others present: Patrick J. Meehan of Meehan & Company. Inc, and Pat Scherrer, Building
Inspector.

Approval of Minutes.

John Smith motioned and John Ekes seconded to approve the minutes of the August 23, 2002 DET meeting.

Lynn Gruenke arrived.

Proposed 8-2 Zoning Amendments.

David Torgler presented an overview of the Proposed B-2 Zoning Amendments. The committee was asked to review the text amendments and additions to Section 17.0313 "B-2 Central Business District" of the City Zoning Ordinance, which address the following issues:

  • Loading docks, addressing potential noise impacts upon abutting properties;

  • Long-term truck parking and outdoor storage (and the screening of each);
  • Maximum area of outdoor storage, location, and screening requirements;
  • Trash disposal areas;
  • Exterior lighting standards; and
  • References to those sections of the existing Zoning Ordinances pertaining to signage and landscape plan requirements.

John Smith asked how these amendments compared with the B-2A modifications.

Assistance from the Chamber of Commerce.

Mayor Lois suggested that the chamber and the businesses need to work together on issues in Downtown Burlington. David Torgler suggested getting a facilitator to assist with the meeting between the chamber and the businesses. Examples for a meeting would be common hours or recruitment for downtown area.

Centralized garbage.

There were miscellaneous discussions concerning keeping the downtown area free of garbage. It was suggested that businesses are ask to put garbage out on the garbage days instead of the night before pick-up. There is a huge problem with some trees blocking the signs of some businesses. The city was asked to review the tree remover policy and the chamber was asked to get the business owners together to discuss the problems with the birds and removing the trees that are causing problems.
