Minutes - August 23, 2002

At the meeting this Friday morning, Mayor Claude Lois called the meeting to order at 7:31a.m starting with a roll call: Mayor Claude Lois, Dave Torgler, Mary Brensinger, Lynn Gruenke, John Ekes, Kevin McKillip, John Smith, Dennis Spankowski, Tom Stelling, Bill Stone and Joanne Allen.

Approval of Minutes.

Kevin McKillip motioned and John Smith seconded to approve the minutes of the June 28, 2002 DET meeting.

Farmer’s Market Update

Pam Hess has accepted the responsibilities of overseeing the operations of the Farmer’s Market. She has agreed to provide an update once a month. The Farmer’s Market is now being opened up to the Arts and Crafts businesses.

Mayor Lois stated the City will set aside a separate budget item for the farmer’s market, and the City will also repave the Lot.

There was miscellaneous discussions concerning advertising the Farmer’s Market on the Chamber’s Marquee.

Master Plan Implementation Discussions

1) Centralized garbage

Kevin McKillip mentioned there seems to be a lot of garbage bins and asked if it’s possible to tax businesses in order to enforce a centralized garbage area. The suggested area would be behind Lynn Gruenke’s business in the Washington Street Lot, behind Bank One. Lynn volunteered to contact the businesses in the area to see if the businesses are interested in paying for a Centralized garbage area.

2) Sidewalk Cleaning

There were miscellaneous discussions on the need of the Burlington Chamber to take the responsibility of asking the businesses in the City how they would like to handle cleaning gum and bird droppings in front of their store fronts. John Ekes passed around a flyer recommending someone to explore the cost of the AmeriVap System to use in cleaning the sidewalks. This system is considered environmentally safe due to the use of heated dry steam vapors are used to do the cleaning. It was agreed by the committee that it is the Burlington Chamber’s responsibility to implement a plan for the sidewalk cleaning.

Other discussions concerning the sidewalk cleaning:

Spraying trees will get rid of the bird problems. Dave Torgler will find out the

City’s program for spraying trees.

Tom Stelling suggested utilizing the mentally challenged to keep the sidewalks clean.

High School students could be considered by recommending sidewalk cleaning as a school project to the local high schools.

3) Business recruitment for the Downtown area

Committee recommended the Burlington Chamber to come up with a marketing program for recruiting businesses in the Downtown area.

Other discussions during the meeting are as follows:

Jackie Busch mentioned the Washington Lot has 44 parking spaces and 66 people needing a parking space. When it snows it makes parking worst. Dave Torgler stated the city is aware of the problem and would be addressing any issues by letter to the tenants.

Bill Stone volunteered to contact the local newspaper to see if it’s possible for them to place boxes in several locations to eliminate the problem with the newspapers.

Tom Stelling made the motion to continue funding the Historic Preservation Program (HPC). It was seconded by Bill Stone and unanimously approved by the committee.

Mayor Lois asked the committee to think about what the focus of the DET committee should be for future meetings. Also the committee should consider how often should the committee meet.

John Ekes motioned to adjourn and Tom Stelling seconded. All were in favor and the motion carried.
