Minutes - March 22, 2002
At the meeting this Friday morning, Mayor Claude Lois
called the meeting to order at 7:33 a.m. starting with a
roll call: Lynn Guenke, John Ekes, Kevin McKillip,
Dennis Spankowski, Tom Stelling, Bill Stone, David
Torgler and Jenny Trick. Excused: Mary Brensinger, Mike
Hohner and John Smith.
Approval of Minutes.
John Ekes motioned and Dennis Spankowski seconded to
approve the minutes of the February 22, 2002 DET
meeting.
Discussion of the Farmer’s Market.
Bill Stone provided an update and printed materials
for review and discussion. Mr. Stone contacted a number
of farmers to learn of their possible interest in a
Burlington Farmers’ Market.
He also referenced that many farmers have committed
themselves to area Farmers’ Markets, but believed that
if we chose Wednesday, Friday and Sunday as possible
days of operation, that we could have a successful
turn-out. Additionally, a draft copy of products to be
sold was distributed to DET members.
Outstanding matters to be investigated further were
the following: signage; layout of parking lot to
accommodate vendors, customers and park visitors; Market
Manager; rules and regulations; veterans building
coordination and other conflicting Echo Lake Park
activities. Mr. Stone to report to the DET in April 2002
with status and results of investigation.
After related discussion, a Stelling motioned to
proceed with draft of rules/regulations and contract to
the COW/Council on April 3, 2002, seconded by Ekes. All
were in favor and the motion carried.
City of Burlington Historic Preservation District
Façade Program
David Torgler informed the DET members that the
funding for the façade program was quickly dwindling and
an additional funding request was likely to result.
Further, he offered, a wish list has been developed and
will be reviewed by the CDA at the May 2, 2002 CDA
meeting.
Review of the Master Plan Implementation Schedule
DET members were asked to review their Implementation
Schedule in advance of the April DET meeting to discuss
potential future projects for the DET’s involvement.
Other matters
An update was provided by Mayor Lois, regarding the
March 21, 2002 Economic Development Committee meeting
and the resulting action relating to "Big Box"
development. The matter will be discussed/considered at
the 3/26/02 COW/Council meeting.

adjourn. All were in favor and the motion carried.
