On this Tuesday evening, Mayor Lois called the
meeting to order at 6:30 p.m. starting with roll call.

City Administrator David Torgler, Police Chief David

Library Director Gayle Falk, City Engineer Tom Foht,
Kapur and Associates, Inc., Linda Fellenz of Kapur &
Associates, Inc., City Attorney Thomas Kircher and
Building Inspector Patrick Scherrer.

Approval of Minutes – None.
Ordinance 1829(2) – Mayor Lois and the City
Council gave consideration to an ordinance amending the
Official Traffic Map to make additional adjustments to
accommodate the two-way street system. City Engineer Tom
Foht of Kapur and Associates, Inc. and Larry Gobel made
a presentation regarding the proposed changes to the
parking areas throughout the City. The changes that were
included in this ordinance were several parking areas
within the downtown business area that will provide for
compact car parking, eliminate certain "no parking"
areas, and relocate certain 15-minute parking stalls.
The net result will be to add nine new downtown parking
stalls and to address concerns regarding pedestrian and
motorist safety by restricting certain parking stalls to
compact car usage. Analysis of the two-way traffic
configuration has been underway since November and after
review of the new traffic patterns and comments received
from the general public, the implementation of this
ordinance would aid in completing the successful
transition from one-way streets to our present two-way
traffic configuration. Further analysis is also underway
of the traffic signal system to determine if it can be
modified to improve traffic flow.
Mr. Harvey Kandler, 8632 Fir Drive, Town of
Burlington, questioned if the lane that is located by
Fred’s Parkview on Milwaukee Avenue would be striped.
Mayor Lois stated that once this analysis was completed,
all of the City streets would be restriped.
Ms. Karen Schinke, 100 West Chestnut Street, City of
Burlington, questioned if the speed at the intersection
of Chestnut and Milwaukee Avenue would be fixed. Mayor
Lois stated that the speed limit is posted as 25 miles
per hour and the Police Department will continue to
monitor this area.
Alderman Strong questioned Chief Walsh if there would
be any additional signage throughout the City for the
upcoming ChocolateFest festivities. He noted that with
all of the traffic changes to the City in the last year
and the amount of visitors that Burlington has for the
festival, signage may be a good idea. Chief Walsh noted
that he would look into more signage for the
ChocolateFest festival.
This issue will move forward to the May 15, 2007 City
Council meeting for consideration.
Ordinance 1830(3) – Mayor Lois and the City
Council gave consideration to an ordinance amending the
Official Traffic Map by adding stop signs on McWan Drive
and Devon Road in Fox River Landing Subdivision. This
issue will move forward to the May 15, 2007 City Council
meeting for consideration.
Ordinance 1831(4) – Mayor Lois and the Council
gave consideration to an ordinance amending the Official
Traffic Map by creating a No Parking Zone on Buckley
Street. This issue will move forward to the May 15, 2007
City Council meeting for consideration.
Ordinance 1832(5) – Mayor Lois and the Council
gave consideration to an ordinance amending the Official
Traffic Map by creating a No Parking Zone on Spring
Brook Drive, Hidden Creek Lane and Tributary Lane. This
issue will move forward to the May 15, 2007 City Council
meeting for consideration.
Resolution 4108(3) – Mayor Lois and the City
Council gave consideration to a resolution approving
Task Order Number Fifty-Six with Kapur and Associates,
Inc. for the 2007 City of Burlington – Street and
Sidewalk Improvement Program for the not-to-exceed
amount of $119,259.00. Alderman Simenson questioned why
there isn’t another bid for the engineering besides
Kapur and Associates, Inc. Mayor Lois explained that
typically the City bids out for engineering services
every other year. He also noted bidding out each project
for engineering would not be practical or beneficial for
the City. Administrator Torgler wanted to further
clarify the City does not bid out for engineering
services, rather the City compares the hourly rate for
engineering to other communities to determine which
engineering services are best for the City. This issue
will move forward to the May 1, 2007 City Council
meeting for consideration.
Ordinance 1827(31) – Mayor Lois and the City
Council gave consideration to an ordinance to create a
Wellhead Protection Overlay District. In response to the
emerging problems with the sandstone aquifer, our
community is in the process of adopting a wellhead
protection plan, which is a means of protecting our
public drinking water supply. There are two reasons for
developing the plan, one is to create a safeguard plan
for the City of Burlington’s public drinking water
supply and the second is to meet the State of
Wisconsin’s DNR requirement for our new municipal well
number 11.
Linda Fellenz of Kapur & Associates, Inc. made a
presentation regarding the Wellhead Protection Overlay
District and informed the Council that this ordinance as
well as the wellhead protection plan is intended to
protect the City’s drinking water. This ordinance would
allow for the monitoring of the type of businesses and
land uses within the wellhead protection district.
[Note: Approximately forty residents were in
attendance for this issue.]
Ms. Meg Robinson, 1256 Peregrine Court, City of
Burlington questioned what the colors on the map
represented as well as what the recharge distance for
the respective wells in the City are. Ms. Fellenz stated
that the map is a City zoning map showing each well and
the 1200 foot radius surrounding them and the colors
delineate each overlay district, which is what this plan
will be. The recharge calculations for the wells in the
City are between 300 and 400 feet which is very good.
Ms. Doris Heller, 448 Park Avenue, City of
Burlington, wanted further clarification of the
ordinance and what it means for the everyday residents.
Ms. Fellenz and Administrator Torgler explained the
Wellhead Protection Overlay District in further detail
including what it means for everyday residents.
Ms. Sue Winters, 449 Hawthorne, City of Burlington
questioned how minimal this project would be to
residential property owners. Mayor Lois stated that
there would be little to no impact on residential
properties.
Mr. Joe Lorek, 7305 South Pine Street, Town of
Burlington stated that he is one of the farms that is
located near Well #11 and understands the fertilizing
issues; however, he would like to do some landscaping
work on his yard and would like to use natural
fertilizer there. Mayor Lois directed Mr. Lorek to
contact either Linda Fellenz at Kapur and Associates,
Inc. or Department of Public Works – Utility Manager,
Connie Wilson at the Wastewater Treatment Plant.
This issue will move forward to the May 15, 2007 City
Council meeting for consideration.
Resolution 4106(2) – Mayor Lois
and the City Council gave consideration to a resolution
approving a Certified Survey Map for the City of
Burlington for property that is a redivision of Lot 3 of
Certified Survey Map Number 2532, and part of Outlot 2
of Certified Survey Map 2498, also being a part of the
NE ¼, NW ¼, SW ¼, and SE ¼ of the SE ¼ of Section 9,
Town 2 North, Range 19 East, City of Burlington, Racine
County, Wisconsin. This issue will move forward to the
May 15, 2007 City Council meeting for consideration.
Motion 07-538 – Mayor Lois and the City Council
gave consideration to a motion approving the Veteran’s
Memorial Day Parade – 2007. This annual parade honoring
our nation’s veteran’s will be held on Monday, May 28th
(Memorial Day) beginning at 9:00 a.m. and will follow
the same route as last year’s parade. It will begin at
Kane and Edward Streets and end at the Veteran’s
Memorial located in Echo Park. This issue will move
forward to the May 1, 2007 City Council meeting for
consideration.
