Special Meeting
April 15, 2008
At the meeting this Tuesday evening,
Mayor Lois called the Organizational Meeting to order at
6:30 p.m. followed by the Pledge of Allegiance.
Mayor Lois then requested a roll call of
the out going Council. Roll Call: Peter Girolamo, Robert
Miller, Robert Prailes, Steve Rauch, Katie Simenson,
Kent Strong and John Thate. Alderman Thomas Vos was
excused. Also present were: City Administrator Kevin
Lahner; Municipal Judge Marvin Daniel; Treasurer Bridget
Lois; Building Inspector Patrick Scherrer; Police Chief
Scot Eisenhauer; Library Director Gayle Falk; DPW
Streets and Parks Supervisor Larry Gobel and Attorney
Thomas Kircher.
Citizen Comments – A representative
of the local veterans and the thanked both Mayor Lois
and the City Council for their hard work over the years
as well as their continued support of the new Veteran’s
Building.
Ms. Holly Prailes Humphrey,
representative of the Burlington Area Dog Park, informed
the Council that the new dog park is opened thanks to
the support of Aldermen Peter Girolamo and Robert
Prailes. She invited the Council to the grand opening of
the park on May 3, 2008 at 11:00 a.m.
Alderman John Thate wanted to thank the
citizens of Burlington, especially those in the First
District for all of their support. He also thanked the
Mayor, Council members, Department Heads and all other
City staff as it had been a pleasure to work with all of
them over the years. He further thanked Mayor Lois and
noted what a pleasure it was to work with him over the
last eight years that he was Mayor. He wished good luck
to the new Mayor and Council for the future.
Letters and Communications –
Alderman Strong moved and Alderman Simenson seconded to
approve Correspondences A & B, regarding the absence of
Aldermen Tom Vos and Edward Johnson. All were in favor
and the motion carried.
Approval of Minutes – Alderman Thate
moved and Alderman Rauch seconded to approve the
Committee of the Whole & Common Council Minutes of April
2, 2008 and the Common Council Minutes of April 8, 2008.
All were in favor and the motion carried.
CANVASS OF THE ELECTION FOR APRIL 1,
2008
Alderman Miller moved and Alderman Rauch
seconded to receive and file the April 1, 2008 Canvass
of Election as presented. All were in favor and the
motion carried. (The Canvass of Election is on file at
City Hall for viewing).
ADMINISTRATION OF OATH OF OFFICE TO
NEWLY ELECTED OFFICIALS
Municipal Judge, Marvin Daniel
administered the oath of office to the following people:
Mayor – Robert Miller
District 1 – Edward Johnson (previously sworn in)
District 2 – Jim Prailes
District 3 – Tom Vos (previously sworn in)
District 4 – Jeff Fischer
Mayor Lois presented plaques to outgoing
Aldermen Peter Girolamo, John Thate and Kent Strong in
recognition of their services to the City.
Mayor Miller presented a plaque to
outgoing Mayor Lois in recognition of his time and
dedication to the City.
Mayor Miller asked that Pastor Scott
Carson say a prayer before the roll call of the new
Council.
Mayor Miller then asked for a roll call
of the new City Council. Roll Call: Robert Prailes,
Steve Rauch, Katie Simenson, Jim Prailes, and Jeff
Fischer. Aldermen Thomas Vos and Edward Johnson were
excused.
APPOINTMENT OF TELLERS
Mayor Miller appointed City
Administrator, Kevin Lahner and City Clerk, Beverly Gill
as tellers for elections that evening.
ELECTION OF COUNCIL PRESIDENT
Alderman Prailes nominated Alderman Vos
for City Council President and asked that a unanimous
ballot be cast for the same. Alderman Rauch seconded the
nomination. All were in favor and the motion carried.
PAYMENT OF VOUCHERS
Alderman R. Prailes moved and Alderman
Rauch seconded to approve prepaids in the amount of
$41,263.97 on April 3, 2008 and $204,038.47 on April 10,
2008 totaling $245,302.44 and vouchers in the amount of
$251,834.61 on April 15, 2008 with reimbursements in the
amount of $869.04 on April 11, 2008; for a grand total
of $498,006.09. Roll Call: Ayes: R. Prailes, Rauch,
Simenson, J. Prailes, Fischer. Nays: None. All were in
favor and the motion carried.
LICENSES AND PERMITS
Alderman R. Prailes moved and Alderman
Rauch seconded to approve the licenses and permits as
presented. All were in favor and the motion carried.

APPOINTMENTS / ELECTIONS
Alderman Rauch moved and Alderman R.
Prailes seconded to table the appointments for the
authorities, committees, commissions and boards as
listed below, due to the fact that two member of the
Common Council were not present at this meeting and the
2nd District Aldermanic position will not be
appointed until May 6, 2008. All were in favor to table
this item until the May 6, 2008 City Council meeting.

Mayor Miller noted that at the next
Council meeting on May 6, 2008 the official pictures
would be taken and all Council members should dress
appropriately.
NOMINATIONS
Alderman R. Prailes moved and Alderman
Simenson seconded to nominate Mr. Joel Weis as a member
for the Zoning Board of Appeals, to be appointed on May
20, 2008. Roll Call: Ayes: R. Prailes, Rauch, Simenson,
J. Prailes, Fischer. Nays: None. All were in favor and
the motion carried.
STATE OF THE CITY ADDRESS
Mayor Miller gave the State of the City
Address, including his insight to regarding the
progression of the City over the years, as well as the
direction in which he would like to City to continue
moving. He identified that the City is constantly
changing and growing for the better, including the
redevelopment of our downtown, commercial, manufacturing
and residential neighborhoods. He also noted that in
addition to the regular weekday office hours that he
would keep, he would be having open office hours from 9
– 11:00 a.m. on the first Saturday of the month starting
May 3, 2008. He went on to welcome new Aldermen Jim
Prailes, Edward Johnson and Jeff Fischer.
OTHER MATTERS AS AUTHORIZED BY LAW
None.

Alderman Simenson moved and Alderman Rauch seconded
to adjourn. All were in favor and the motion carried.
