On this Wednesday evening, Council President Miller called the Special Common Council meeting to order at 6:10 p.m. starting with roll call. Roll Call: Robert Prailes, Peter Girolamo, Steve Rauch, Robert Miller, Kent Strong, Thomas Vos, Katie Simenson and John Thate. Mayor Claude Lois was excused. Also present were: Budget Officer / Treasurer Bridget Lois; Interim City Administrator Mark Morien and City Attorney Thomas Kircher.

Citizen Comments – None.

Council President Miller stated that City Attorney Kircher has advised that motion 07-588 as approved last night by a vote of 4 ayes and 3 nays had in fact failed due to the statutory requirement for six (6) affirmative votes and this type of action required a resolution. Therefore the Council would need to introduce a resolution this evening and its approval would need six (6) votes. In the event that no resolution receives the required six (6) votes, then the action on November 20, 2007 in which the Council adopted the 2008 City Budget with the tax levy of $4,979,711 equating to the Assessed mil rate of $7.52 would in fact stand.

After the discussion, the following resolution was made:

RESOLUTIONS INTRODUCED

  1. A resolution approving an amendment to the 2008 Budget, specifically reducing the tax levy which would result in a city portion assessed value mil rate of $7.32.

Discussion ensued regarding the budgeted tax levy.

Alderman Vos requested a second reading of Resolution No. 93, A resolution amending the 2008 Budget (resulting in a city portion assessed value mil rate of $7.32). Alderman Vos moved and Alderman Prailes seconded to adopt Resolution No. 93. Roll Call: Ayes: Prailes, Miller, Vos and Strong. Nays: Thate, Girolamo, Rauch, and Simenson. The Resolution failed as it did not receive six (6) votes in favor.

Discussion ensued regarding the budgeted tax levy.

Alderman Girolamo requested a second reading of substitute Resolution No. 93, A resolution amending the 2008 Budget (resulting in a city portion assessed value mil rate of $7.14). Alderman Girolamo moved and Alderman Strong seconded to adopt Resolution No. 93. Roll Call: Ayes: Girolamo, Strong. Nays: Thate, Miller, Vos, Rauch, Prailes, and Simenson. The Resolution failed as it did not receive six (6) votes in favor.

Other Matters – none

Adjourn – Alderman Strong moved and Alderman Rauch seconded to adjourn. All were in favor and the motion carried.
