On this Tuesday evening, Mayor Lois called the meeting to order at 7:05 p.m. starting with roll call. Roll Call: Thomas Vos, Robert Prailes, Steve Rauch, Peter Girolamo, Katie Simenson, Robert Miller, Kent Strong and John Thate. Also present were:

City Administrator David Torgler, Police Chief David Walsh, Department of Public Works – Streets and Parks Supervisor Larry Gobel, Department of Public Works – Utility Manager Connie Wilson, Fire Chief Dick Lodle, Library Director Gayle Falk, City Engineer Tom Foht, Kapur and Associates, Inc., Linda Fellenz of Kapur & Associates, Inc., City Attorney Thomas Kircher and Building Inspector Patrick Scherrer.

Citizen Comments – None.

Chamber of Commerce Representative – No report.

Approval of Minutes – Alderman Vos moved and Alderman Thate seconded to approve the April 17, 2007 minutes. All were in favor and the motion carried.

Letters and Communications – Alderman Vos moved and Alderman Miller seconded to approve Communication A regarding a letter from State Representative Samantha Kerkman about her acceptance of the City’s approved Resolution 4101(89), "A resolution to support Assembly Bill 170 allowing municipalities the option to publish required legal notices in an official newspaper or post them on the municipality’s official internet website". All were in favor and the motion carried.

REPORTS BY ALDERMANIC REPRESENTATIVES AND DEPARTMENT HEADS

Department of Public Works – Utility Manager Connie Wilson wanted to update the Council on the Farmer’s Market opening this coming weekend with five vendors signed up.

Chief Walsh informed the Council that at the biennial Police Department auction this year $1400 was raised for the general fund. He also wanted to urge the area residents to please register their bikes so they do not end up in auction.

Alderman Vos moved and Alderman Strong seconded to receive and accept reports 1-4. All were in favor and the motion carried. (These reports are on file at City Hall for viewing.)

PAYMENT OF VOUCHERS

Alderman Miller moved and Alderman Vos seconded to approve pre-paids in the amount of $30,688.87 on April 19, 2007 and $25,501.35 on April 25, 2007 totaling $56,190.22 and vouchers in the amount of $219,516.99 on May 1, 2007 for a grand total of $275,707.21. Reimbursements were in the amount of $434.59 on April 27, 2007. Debit Card purchases were in the amount of $24.80 for DPW; $598.59 for the Fire Department and $549.00 for the Police Department. Roll Call: Ayes: Strong, Prailes, Rauch, Simenson, Girolamo, Miller, Vos and Thate. Nays: None. All were in favor and the motion carried.

LICENSES AND PERMITS

Alderman Vos moved and Alderman Miller seconded to approve the licenses and permits as presented including the one denial. All were in favor and the motion carried.

APPOINTMENTS

PUBLIC HEARINGS

  1. A public hearing to consider amending Chapter 315, Zoning, Article III to establish a Wellhead Protection Overlay District in the City of Burlington.

Mayor Lois opened the public hearing at 7:11 p.m.

There were no comments.

Alderman Miller moved and Alderman Vos seconded to close the public hearing. All were in favor and the motion carried. The public hearing was closed at 7:12 p.m.

RESOLUTIONS INTRODUCED

  1. A resolution approving Task Order Number Fifty-Six with Kapur & Associates, Inc. for the 2007 City of Burlington – Street and Sidewalk Improvement Program for the not-to-exceed amount of $119,259.00.

RESOLUTIONS ADOPTED

Alderman Miller requested a second reading of Resolution No. 3, "A resolution approving Task Order Number Fifty-Six with Kapur & Associates, Inc. for the 2007 City of Burlington – Street and Sidewalk Improvement Program for the not-to-exceed amount of $119,259.00". Alderman Miller moved and Alderman Strong seconded to adopt Resolution No. 3. Roll Call: Ayes: Strong, Prailes, Rauch, Simenson, Girolamo, Miller, Vos and Thate. Nays: None. Alderman Vos voted present. All were in favor and the motion carried.

MOTIONS

07-538 A Motion to approve the annual 2007 Veteran’s Memorial Day Parade. Alderman Vos moved and Alderman Miller seconded to approve Motion 07-538. All were in favor and the motion carried.

OTHER MATTERS

Alderman Strong questioned what the impact of the rising gas prices had on the City’s budget. Mayor Lois stated that the departments would review this issue and bring it back before a future Council meeting.

ADJOURNMENT

Alderman Vos moved and Alderman Miller seconded to adjourn the meeting at 7:15 p.m. All were in favor and the motion carried.
