On this Tuesday evening, Mayor Lois called the meeting to order at 6:55 p.m. starting with roll call. Roll Call: Kent Strong, Joel Jacobsen, Thomas Vos, Robert Miller, Peter Girolamo, John Thate, John Ekes and James Beardsley. Also present were: City Administrator David Torgler, Department of Public Works Utilities Supervisor Dick Pieters, Department of Public Works – Streets and Parks Supervisor Larry Gobel, Police Chief David Walsh, Fire Chief Dick Lodle, Library Director Gayle Falk, City Attorney Thomas Kircher, Tom Foht of Kapur & Associates, and Building Inspector Patrick Scherrer.

Citizen Comments – Wayne Swihart, 289 West State Street, Burlington, voiced his concern over the new parking lot on McHenry Street and how it would be affecting the area neighbors on Schemmer Street. Chief David Walsh stated that his officers went door to door in that neighborhood and with the exception of one concerned neighbor, no one had any big issues with the new parking lot. He also noted that his team, along with the City staff, have researched and surveyed this area to be sure that this new lot would not cause unnecessary traffic issues.

Carrie Barutha, Racine County Opportunity Center, 132 West Chestnut Street, Burlington, voiced her concern over the loss of parking in front of the center with the change to two-way streets. Mayor Lois stated that with the conversion to two-way, the street is not wide enough to allow for the angle parking, as well as to allow for trucks to turn onto the road.

Chamber of Commerce Representative – Chamber Representative, Craig Faust, informed the Council of the October 19, 2006 seminar for fraud protection. He also noted that the Chamber is looking into changing the date of their meetings to allow for available Council members to be present.

Approval of Minutes – Alderman Girolamo moved and Alderman Vos seconded to approve the minutes of September 19, 2006. All were in favor and the motion carried.

Letters and Communications – Alderman Ekes moved and Alderman Miller seconded to approve Communication 1 regarding the request from the Burlington Area Chamber to rename Commerce Street to North Pine Street. All were in favor and the motion carried.

REPORTS BY ALDERMANIC REPRESENTATIVES AND DEPARTMENT HEADS

Alderman Thate voiced his concerns regarding the large number of potholes that need attention in the city. He also noted that he was not aware of the amendment to the agenda and asked if those amendments could be e-mailed to them, as not all of the alderman can get in to check their boxes every day.

Building Inspector, Patrick Scherrer updated the Council on several issues including the issuance of an occupancy permit to Taco Bell, the issuance of a demolition permit for Walgreens, which they are starting, as well as several new houses going up in the second phase of Fox River Landing at the Murphy Farm Subdivision.

PAYMENT OF VOUCHERS

Alderman Miller moved and Alderman Ekes seconded to approve pre-paids in the amount of $64,687.17 on September 15, 2006 and $3,808.89 on September 21, 2006 and vouchers in the amount of $498,301.37 on October 3, 2006 for a grand total of $566,797.43. There were no reimbursements. Debit Card Purchases were in the amount of $20.74 and $36.91 for the Fire Department; $71.92, $11.90 and $318.46 for the Police Department. Roll Call: Ayes: Strong, Jacobsen, Girolamo, Miller, Ekes, Vos, Thate and Beardsley. Nays: None. All were in favor and the motion carried.

ORDINANCES INTRODUCED

An ordinance amending the official traffic map to permit traffic signals at the intersection of Milwaukee Avenue and Commerce/Pine Street; to remove traffic signals at the intersection of Jefferson Street and Dodge Street; to convert from one-way traffic to two-way traffic of various streets; to create loading zones near or on Pine Street; and to make the following amendments to the official traffic map to accommodate such changes for proper traffic flow.

06-510

A motion approving an Assignment and Assumption Agreement for an airport hangar lease for the hangar located at 816 Charlie Taxiway. Alderman Ekes excused himself from any discussion or voting on this item. Alderman Miller moved and Alderman Girolamo seconded to approve Motion 06-510. Roll Call: Ayes: Strong, Jacobsen, Girolamo, Miller, Vos, Beardsley and Thate. Nays: None. Majority were in favor and the motion carried.

06-511 A motion approving a block party of October 7, 2006 for Herman Street. Alderman Miller moved and Alderman Ekes seconded to approve Motion 06-511. All were in favor and the motion carried.

OTHER MATTERS

None.

ADJOURN INTO CLOSED SESSION

Mayor Lois entertained a motion to enter into closed session pursuant to Wis. Stats 19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility and (e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Alderman Miller moved and Alderman Girolamo seconded to adjourn into closed session at 7:28 p.m. Roll Call: Strong, Jacobsen, Girolamo, Miller, Ekes, Vos, Beardsley and Thate.

RECONVENE INTO OPEN SESSION

Alderman Beardsley moved and Alderman Jacobsen seconded to reconvene into open session at 8:31 p.m.

ADJOURNMENT

Alderman Ekes moved and Alderman Thate seconded to adjourn the meeting. All were in favor and the motion carried.
