On this Tuesday evening, Mayor Lois called the
meeting to order at 6:50 p.m. starting with roll call.
Roll Call: Kent Strong, Joel Jacobsen, Thomas Vos,
Robert Miller, John Ekes, Peter Girolamo, John Thate and
James Beardsley. Also present were: City Administrator
David Torgler, Department of Public Works Utility
Manager Connie Wilson, Department of Public Works –
Streets and Parks Supervisor Larry Gobel, Police Chief
David Walsh, Fire Chief Dick Lodle, City Attorney Thomas
Kircher and Building Inspector Patrick Scherrer.
Citizen Comments – Mr. Herman Neal, 434 Mary
Street, City of Burlington, thanked the Council for
their action on his previous issues as well as voiced
concern over the number of signs being left by rummage
sales long after they are over.
Chamber of Commerce Representative – Ms. Jan
Drissel, Chamber Representative, wanted to remind the
Council that the "Business After Hours" would be on
September 21, 2006 at Reineman’s to celebrate their 100th
Anniversary.
Approval of Minutes –Alderman Vos moved and
Alderman Ekes seconded to approve the minutes of August
15, 2006. All were in favor and the motion carried.
Letters and Communications – None.
REPORTS BY ALDERMANIC REPRESENTATIVES
AND DEPARTMENT HEADS
Alderman Ekes wanted to inform the Council of a few
items concerning the airport. First, he thanked Mr.
Gobel and staff for the nice job that they did with
cleaning up around the airport for the annual Fly-In. He
also informed the Council that the Airport Committee
would be coming forward and asking the City to get a
Land Development Plan for around the airport. Finally,
the Airport Committee would also be asking to develop a
request for quotes to upgrade the fueling station.
Alderman Jacobsen informed the Council that the Devor
Tennis Courts would be resurfaced in the near future.
Alderman Girolamo invited the Council to the annual
Vets Pancake Breakfast on Sunday, September 10, 2006.
Chief David Walsh wanted to recommend for a future
Council agenda that Trick or Treating this year will be
on Sunday, October 29, 2006 from 3 – 5 p.m.
REPORTS
Alderman Miller moved and Alderman Girolamo seconded
to receive and accept Reports 1-5. All were in favor and
the motion carried. (These reports are on file at City
Hall for viewing.)
PAYMENT OF VOUCHERS
Alderman Miller moved and Alderman Ekes seconded to
approve pre-paids in the amount of $33,762.72 on August
10, 2006; $701,198.02 on August 14, 2006; $200,000.00 on
August 16, 2006; $52,556.77 on August 17, 2006 and
$20,398.94 on August 24, 2006 and vouchers in the amount
of $176,529.31 on September 5, 2006 for a grand total of
$1,184,445.76. Reimbursements were in the amount of
$474.35 on August 5, 2006 and 264.89 on September 1,
2006 totaling 739.24. Debit Card Purchases were in the
amount of $196.98 for the Fire Department; $41.96 and
$82.89 for the Library; and $32.76 for the Police
Department. Roll Call: Ayes: Strong, Jacobsen, Girolamo,
Miller, Ekes, Vos, Thate and Beardsley. Nays: None. All
were in favor and the motion carried.

Alderman Vos moved and Alderman Jacobsen seconded to
approve the licenses as presented. All were in favor and
the motion carried.

Alderman Miller requested a second reading of
Ordinance No. 7, An ordinance amending the official
map to attach property to the City of Burlington

Christmas parade on Friday, December 1, 2006
beginning at 6:30 p.m. Alderman Vos moved and
Alderman Girolamo seconded to approve Motion
06-506. All were in favor and the motion
carried. |
OTHER MATTERS
Alderman Vos informed the Council that recently
several residents of the Shiloh Hills subdivision made a
large landscaping improvement to the detention pond
located there. These residents were not aware that the
City owns this pond and is responsible for the
maintenance of it and are now concerned with who will be
paying the water bill for these new improvements. Mayor
Lois stated that the City would pay and a letter should
be sent to those residents to thank them for their
services.
ADJOURN INTO CLOSED SESSION
Mayor Lois entertained a motion to enter into closed
session pursuant to Wis. Stats 19.85(1)(c)
Considering employment, promotion, compensation or
performance evaluation data of any public employee over
which the governmental body has jurisdiction or
exercises responsibility. Alderman Miller moved
and Alderman Ekes seconded to adjourn into closed
session at 7:15 p.m. Roll Call: Strong, Jacobsen,
Girolamo, Miller, Vos, Ekes, Beardsley and Thate.
RECONVENE INTO OPEN SESSION
Alderman Miller moved and Alderman Jacobsen seconded
to reconvene into open session at 8:10 p.m.
ADJOURNMENT
Alderman Miller moved and Alderman Strong seconded to
adjourn the meeting. All were in favor and the motion
carried.
