COMMUNITY DEVELOPMENT AUTHORITY

Regular Meeting

April 2, 2008 at 5:30 P.M.

Council Chambers

Chairman Bil Scherrer called the meeting to order at 5:30 p.m. with the following in attendance: Mayor Claude Lois, Alderman Robert Miller, Ms.Judy Lemieux and Mr. Jim Spiegelhoff. Mr. Jim Peterson was excused. Mr. Jack Eckola arrived at 5:35 p.m. Also in attendance were City Administrator Kevin Lahner, City Attorney Tom Kircher and Mr. Chris Schanz of RCEDC.

CITIZEN COMMENTS

None

APPROVAL OF MINUTES

Mr. Jim Spiegelhoff motioned and Mayor Claude Lois seconded to approve the minutes from the March 4, 2008 CDA Meeting. All were in favor and the motion carried.

OLD BUSINESS

None

NEW BUSINESS

Mr. Mark Slesar representing the M&I Institutional Real Estate Group working with the Wisconsin Housing Preservation Corporation (WHPC) explained their request for the bond issue for Chapel Terrace Residential Development. The WHPC would like to refinance the project with the issuance of tax-exempt bonds through the Community Development Authority. Alderman Miller questioned the closing of the CDA in 8-10 years and what effect it would have on the proposed bond issue. It was thought that there would be no impact on the bonds, but a clarification would be made.

Mr. Lehner led the discussion on the Bel-Mur site. Mr. Dan Carmody and Mr. Tom Fitzpatrick were present to give their ideas of what they thought would be a good fit for the area. Because this is a main entry way into the city, there was a concern that both the landscaping and buildings need to be attractive. Mr. Lehner would like the residents of the area to provide feedback for the proposed project. Concensus of the CDA was that this was going in the right direction and Mr. Carmody and Mr. Fitzpatrick should move forward with their ideas.

Mayor Claude Lois thanked the CDA for all their time and effort through the years and how important this group has been for the revitalization of the City of Burlington.

Mayor Claude Lois made a motion to adjourn the meeting. Mr. Jim Spiegelhoff seconded and with all in favor, the motion carried and the meeting adjourned at 5:55 p.m.
