COMMUNITY DEVELOPMENT AUTHORITY

Regular Meeting

March 4, 2008 at 5:30 P.M.

Council Chambers

Chairman Bil Scherrer called the meeting to order at 5:30 p.m. with the following in attendance: Mayor Claude Lois, Alderman Robert Miller, Mr. Jack Eckola and Mr. Jim Spiegelhoff. Mr. Jim Peterson and Ms. Judy Lemieux were absent. Also in attendance were Attorney Tom Kircher, City Administrator Kevin Lahner and Mr. Chris Schanz of RCEDC.

APPROVAL OF MINUTES

Mayor Lois motioned and Mr. Jim Spiegelhoff seconded to approve the minutes from the December 4, 2007 meeting. All were in favor and the motion carried.

OLD BUSINESS

None

NEW BUSINESS

Mr. Schanz noted that the packets would no longer be delivered by the Police Department, but would be mailed directly to the member’s homes.

A motion was made by Alderman Miller to appoint City Administrator Kevin Lahner as Executive Director of the CDA. Mr. Jim Spiegelhoff seconded the motion and with all in favor the motion carried.

Mr. Schanz gave an update on the 200 Bridge Street Project. At the December meeting, the CDA had authorized Attorney Kircher to send a letter of default to the Mesec Properties, LLC in regard to their breach of contract. This notice granted sixty days to correct the breach which has now lapsed. Negotiations are now taking place between the Mesec Properties and the primary contractor with the city making both parties aware that any new agreement must still maintain the City’s position and authority within the established agreement with Mesec Properties, LLC. The CDA was unanimous in directing Attorney Kircher to proceed with negotiations.

also discussed the status of the Bel-Mur Project. In the last several months, the City has received inquiries from potential developers. The information contained within the original request for proposal (RFP) has been provided to these developers.

The 2006-2007 City Economic Development Plan has been reviewed by Mr. Chris Schanz for relevancy with the CDA. He would like to meet with each stakeholder listed to evaluate and keep the plan current.

ADJOURNMENT

Mayor Claude Lois made a motion to adjourn the meeting. Mr. Jim Spiegelhoff seconded and with all in favor, the motion carried and the meeting adjourned at 5:48 p.m.
