Regular Meeting
August 2, 2005 at 5:30 P.M.
Council Chambers
Due to the excused absence of Chairman Ken Jaeger,
Mayor Claude Lois called the meeting to order at 5:30
p.m. with the following in attendance: Mayor Claude
Lois, Mr. Jim Peterson, Mr. Bil Scherrer, Alderman
Robert Miller, City Administrator David Torgler, Ms.
Francesca Bumpurs of RCEDC, Attorney Thomas Kircher, Mr.
Bryce Styza and Mr. Randy Melody representing Harmony
Homes, Ms. Linda Fellenz of Kapur Engineering, Alderman
James Beardsley, Alderman Frank Cannella, Alderman John
Ekes and Mr. Mark Dudzik of the Standard Press. Excused:
Mr. Ken Jaeger & Mr. Jim Spiegelhoff Absent: Ms. Carol
Anderson
Public Hearing
There was no public hearing and no person in
attendance requested to speak.
A motion was made by Mr. Bil Scherrer and seconded by
Alderman Miller to accept the minutes from the July 5,
2005 CDA meeting. With all in favor, the motion carried.
Old Business
Mr. Bryce Styza and Mr. Randy Melody from Harmony
Homes discussed their proposal to develop the Riverfront
Site. Their concept for one building of approximately
10,000 to 11,000 square feet would be designed to
architecturally blend in with the surrounding area.
Harmony Homes would retain ownership and lease out the
building. Alderman Beardsley questioned whether there
was a prospective tenant and Mr. Styza stated that at
this time there was none. The building would have
windows on the riverside to make it appropriate for
business or office use and would not include a delivery
access on that side of the building. Mr. Styza was
concerned about the timetable of getting the necessary
permits from the DNR and was interested in the city
constructing a twenty-four foot wide driveway to the
southerly end of the property.
A motion was made by Alderman Miller and seconded by
Mr. Bil Scherrer to adjourn into Executive Session
closed per Wis. Stats. 19.85(1)(e) deliberating or
negotiating the purchase of public properties, the
investing of public funds or conducting other specified
public business whenever competitive or bargaining
reasons require a closed session". On a roll call vote
all were in favor, the motion carried and the session
began at 5:50 p.m. with Alderman Ekes, Beardsley and
Cannella also present.
A motion was made by Mr. Bil Scherrer, and seconded
by Mr. Jim Peterson to reconvene into open session at
6:08 p.m.; with all in favor the motion carried.
Being no further business, Alderman Miller made a
motion to adjourn. Mr. Jim Peterson seconded the motion
and with all in favor the meeting adjourned at 6:10 p.m.
