Regular Meeting Minutes

June 7, 2005 at 6:30 P.M.

224 E. Jefferson Street – Council Chambers

Chairman Ken Jaeger called the meeting to order at 5:30 p.m. with the following in attendance: Alderman Robert Miller, Mr. Jim Peterson, Mr. Bil Scherrer, Mr. Jim Spiegelhoff, City Administrator David Torgler, Alderman John Ekes, Ms. Francesca Bumpurs, Mr. Bryce Styza, Mr. Randy Melody of Harmony Homes, Inc. and Mr. Mark Dudzik. Ms. Carol Anderson and Mayor Claude Lois were excused. Arriving after the start of the meeting was Alderman Frank Cannella at 5:40 p.m., Alderman Tom Vos at 6:00 p.m. and Alderman John Thate at 6:10 p.m.

Public Hearing

There was no public hearing and no person in attendance requested to speak.

A motion was made by Alderman Miller and seconded by Mr. Jim Spiegelhoff to accept the minutes from the May 3, 2005 regular meeting and with all in favor, the motion carried.

Old Business

Mr. David Torgler gave an update regarding the Riverfront Expansion Site. He stated that the site is comparable in size to the Pinecrest Shopping Mall and it was hoped a mixed-use facility would be proposed for the site. Mr. Bryce Styza and Mr. Randy Melody of Harmony Homes then gave a presentation regarding their proposed ideas for the area. The potential developer proposed three separate buildings for a combination use of commercial and office space. After the first building is built and rented the developer would then build and rent the second building and then move onto number three. Mr. Ken Jaeger was concerned about the current appearance of the site and asked if the developer would enhance the areas that would not immediately be built. It was stated by Mr. Styza that he would be agreeable to address that issue. Mr. Styza was concerned about the DNR permit that would be required to fill the three acres and construct the buildings. Because this is a very time consuming process, he felt it would be in the best interest of the city to start the permit process immediately whether Harmony Homes developed the area or not.

A concern was made about the visibility of the mechanics of the building as well as dumpsters located on the side facing the river. It was stated that the buildings that Harmony Homes have along the river side are attractive and this is not an issue.

Harmony Homes would like the city to absorb the cost of extending the Riverwalk under the State Street Bridge but City Administrator David Torgler stated that it is of questionable value for the city to pursue this request. There was no action taken at this time regarding the Harmony Homes offer.

A motion was made by Mr. Jim Peterson to adjourn into executive session per Wis. Stats. 19.85 (1)(e) deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Mr. Bil Scherrer seconded the motion and with all in favor the executive session began at 5:55 p.m.

Mr. Bil Scherrer made a motion to reconvene into open session at 6:22 p.m. Mr. Jim Peterson seconded the motion and with all in favor the motion carried.

With no further business, Mr. Bil Scherrer made a motion to adjourn the meeting. Mr. Jim Peterson seconded the motion and with all in favor the meeting adjourned at 6:23 p.m.
