Special Meeting
November 16, 2004 at 5:30 P.M.

Chairman Ken Jaeger called the meeting of the
Community Development Authority to order at 5:30 p.m.
Roll Call: Mayor Claude Lois, Alderman Robert Miller,
Jim Peterson, Jim Spiegelhoff. Carol Anderson and Bil
Scherrer were absent. Also present were City
Administrator, David Torgler; Aldermen James Beardsley
and Frank Cannella; Police Chief, David Walsh; Hydro
Geologist Linda Fellenz – Kapur and Associates, Inc.;
Francesca Bumpurs of RCEDC; DPW Parks and Streets
Supervisor, Larry Gobel and DPW Utilities Manager,
Connie Wilson. Alderman John Ekes arrived at 6:18 p.m.
Minutes
Commissioner Miller motioned and Commissioner
Peterson seconded to approve the minutes from the August
17, 2004 minutes. All were in favor and the motion
carried.

New Business
Commerce and Chestnut Street Improvement Project –
Mayor Lois reviewed the improvement project with the
Community Development Authority (CDA) and those City
Council members in attendance – explaining the Commerce
Street reconstruction design, intersections and traffic
patterns. It was noted that truck route exercises had
been performed at 2:00 a.m. and 3:00 a.m. with
consideration of the possibility of eliminating the
one-way streets and that this would be done again in the
future. Taken into consideration were such things as
moving truck traffic through the community and the
feasibility of a truck making a turn and remaining in
its lane. Discussion was given to appropriate signage to
assist the truck traffic – such as posting of the truck
routes at all entrances to the community.
Alderman Cannella voiced concern that with the
removal of the island at the intersection of Chestnut
Street and Pine Street, and the possibility of westbound
traffic entering into the (one-way) loop. Mayor Lois
indicated that it would be addressed with signage,
further noting that the loop is the only area to remain
one-way. He further stated that this could be looked
into further.
Mayor Lois then discussed the new intersection for
STH 36 (Milwaukee Avenue) and Bridge Street. Discussion
was given to traffic lights / signage at this
intersection. City Engineer Thomas Foht, of Kapur and
Associates, Inc., introduced Ms. Stephanie Olsson,
President of Traffic Analysis and Design Inc., who
explained how intersection designs are arrived at. Ms.
Olson explained the rating system (A-F) which is based
on capacity, noting that this intersection has an "E -
F" rating, further explaining that this is where
motorists begin to take chances and that the new design
would bring it up to a "C" rating.
Attorney Bill Phenicie stated that Jim and Darlene
Adrian, owners of Adrian’s Custard (also present at the
meeting) located at 572 Bridge Street, had contacted him
regarding this intersection and its impact on their
business. He specifically discussed their concern
regarding the restriction of a left turn onto Milwaukee
Avenue for traffic exiting their business onto Congress
Street between the hours of 2:00 and 6:00 p.m. on
weekdays. He further suggested a public hearing before
implementing this. Further discussion followed regarding
signage/lighting for this intersection.
City Engineer Foht noted that the goal is to have an
overall benefit to the majority of the community and
that with this project - the intersections of Commerce
and Milwaukee, and Chestnut and Milwaukee also improve
from "D, E and F" ratings, to "B" and "C" ratings. He
also noted that other alternatives, such as another
signal, could be looked into.
Following further discussion regarding the 2:00 to
6:00 p.m. timeframe, Mayor Lois stated that the time
could be looked into further. Mr. Foht also indicated
that the traffic data during the day could be looked at
again.
Task Order Number Ten with Kapur and Associates Inc.
– Linda Fellenz of Kapur and Associates, Inc.
reviewed Task Order Number Ten with Kapur and Associates
for the provision of Phase II Environmental Site
Investigation services regarding the reconstruction of
Commerce Street from Milwaukee Avenue to Chestnut Street
and all side road intersections, to include the
construction of the Bel-Mur Spur. Ms. Fellenz explained
the recommendation for additional fuel investigation
along Congress Street before beginning the road
construction, as well as other areas of concern.
Commissioner Peterson moved and Commissioner
Spiegelhoff seconded to approve Task Order Number Ten.
Roll Call: Ayes: Peterson, Spiegelhoff, Jaeger, Miller
and Lois. Nays: None. All were in favor and the motion
carried.
Other Matters– None.
Alderman Miller motioned and Commissioner Spiegelhoff
seconded to adjourn. All were in favor and the meeting
adjourned at 6:20 p.m.
