Regular Meeting
Minutes
April 1, 2004 at 6:30 P.M.
224 E. Jefferson Street – Council Chambers
Chairman Ken Jaeger called the meeting of the
Community Development Authority to order with the
following in attendance: Ms. Carol Anderson, Mayor
Claude Lois, Mr. Jim Peterson, Mr. Bil Scherrer,
Alderman John Ekes, Alderman Tom Vos, Ms. Francesca
Bumpers and Ms. Jenny Trick of RCEDC, City Administrator
David Torgler. Mr. Jim Spiegelhoff was excused and
Alderman Robert Miller arrived at 6:38 p.m.
Mayor Claude Lois made a motion to accept the amended
minutes of August 19th, 2003 in which a correction
needed to be made regarding the location of the meeting.
Mr. Bil Scherrer seconded the motion and with all in
favor the motion carried. Ms. Carol Anderson made a
motion to accept the minutes from the March 4, 2004
meeting. Mayor Lois seconded the motion and with all in
favor the motion carried.

New Business
City Administrator David Torgler discussed the
Downtown Traffic Focus Group in which over 500 direct
invitations had been mailed to trucking firms, downtown
property owners, and businesses, participants of the
Bel-Mur property focus groups, and residents near the
Bel-Mur Site, etc., inviting them to participate in
these recently held meetings. The meetings had been well
publicized and the general public had been encouraged to
attend but they drew fewer than thirty participants.
The general opinion was favorable regarding the
proposed Bel-Mur Spur. The final decision will be made
by both CDA and Common Council. There will be no
construction in 2004 but would likely begin in 2005.
City Administrator David Torgler also led the
discussion on the Request for Proposal that was sent out
regarding the "expansion site" on Bridge Street. The
deadline for responding was March 26,2004. No proposals
were submitted and only two RFP's had been distributed.
Alderman Tom Vos stated that the ultimate goal of the
sale of this parcel is to broaden the tax base for the
City of Burlington. City Administrator David Torgler
acknowledged that the CDA has been charged with the
downtown development and that this needed to be kept in
mind. A decision will be made at a later date as to what
course of action will be taken.
Mr. Bil Scherrer made a motion to adjourn and Mayor
Lois seconded. With all in favor the meeting adjourned
at 7:18 p.m.
