Regular Meeting
Minutes
March 4, 2004 at 6:30 P.M.
224 E. Jefferson Street – Council Chambers
Chairman Ken Jaeger called the meeting of the
Community Development Authority to order with the
following in attendance: Alderman Bob Miller, Mr. Jim
Spiegelhoff, Ms. Carol Anderson, Mr. Jim Peterson, City
Administrator David Torgler and Ms. Francesca Bumpers of
Racine County Economic Development Corporation. Mayor
Claude Lois was excused and Mr. Bil Scherrer was absent.
Alderman Miller made a motion to accept the minutes
from the two meetings held on December 11, 2003. Ms.
Carol Anderson seconded the motion and with all in favor
the motion carried.

New Business
An update was given by City Administrator David
Torgler regarding the "expansion" site" on Bridge
Street. Cleanup of the site is complete but Ms. Bumpers
of RCEDC stated that we do not have a certificate from
the DNR to reflect this but it is anticipated that this
will be received. It was questioned when the fill will
be added and City Administrator David Torgler stated
that this would not happen until a use has been
determined for the site.
There have been thirty "Requests for Proposal" sent
out but at this time there has not been much interest
shown on the "Expansion Site". A deadline of March 26,
2004 for the return of the RFP’s has been established.
If there were to be any revisions to the plan it would
have to be forwarded to Mr. Styza for his consideration
as he has first right of refusal.
A motion was made by Mr. Jim Peterson and seconded by
Alderman Robert Miller to adjourn into closed session
per Wis. Stats. 19.85(1)(e) deliberating or negotiating
the purchase of public properties, the investing of
public funds, or conducting other specified public
business, whenever competitive or bargaining reasons
require a closed session. With all in favor the motion
carried and the closed session began at 6:35 p.m.
A motion was made by Alderman Robert Miller and
seconded by Ms. Carol Anderson to return to open
session. With all in favor the motion carried and open
session commenced at 7:09 p.m.
City Administrator stated that over 350 letters had
been sent out to area residents regarding the Focus
Groups that will meet between March 10th and
March 18th, 2004. These groups will meet to
review the proposed transportation improvements and
redevelopment of the land on Chestnut Street that is now
owned by the CDA. The meetings will take place both in
the morning and evening hours to try to accommodate work
schedules.
Mr. Jim Peterson made a motion to adjourn the meeting
and Ms. Carol Anderson seconded the motion. With all in
favor the motion carried and the meeting adjourned at
7:19 p.m.
