COMMUNITY DEVELOPMENT AUTHORITY
Special Meeting
October 3, 2003
6:30 P.M.
The meeting of the
Community Development Authority was called to order by
Chairman Ken Jaeger at 6:30 p.m. with the following in
attendance: Chairman Ken Jaeger, Mayor Claude Lois,
Alderman Robert Miller, Ms. Carol Anderson, Mr. Jim
Peterson, Mr. Bil Scherrer, Mr. Jim Spiegelhoff, City
Administrator David Torgler, Ms. Ann Flad-Jesion of
RCEDC, Ms. Linda Fellenz and Mr. Tom Foht of Kapur and
Associates. The following aldermen were also present:
Tom Vos, Frank Cannella, John Ekes, James Beardsley and
Peter Hintz.
Spiegelhoff made a
motion to accept the minutes from August 19, 2003 and
Mr. Jim Peterson seconded the motion. With all in favor
the motion carried.

New Business
Ms. Ann Flad-Jesion
presented a brief update on the Riverfront Project
stating that Phase I and II have had their concrete
completed and that the overlay will be added after the
curing process.
A motion was made by
Alderman Miller to convene into closed session per Wi
Stats. 1985 (1)(e) deliberating or negotiating the
purchasing of public properties, the investing of public
funds, or conducting other specified business, whenever
competitive or bargaining reasons require a closed
session. Mayor Claude Lois seconded the motion and with
all in favor the closed session began at 6:35 p.m.
A motion was made by Mr
Bil Scherrer and seconded by Mr. Jim Peterson to return
to open session. With all in favor the motion carried
and at 7:25 p.m. the CDA returned to open session.
A motion was made by
Mr. Jim Peterson to direct the RCEDC to consider
securing an MAI appraisal of the Burlington Riverfront
expansion property for the not-to-exceed amount of
thirty-five hundred dollars. Mr. Jim Spiegelhoff
seconded and on a roll call vote all were in favor and
the motion carried.
A special meeting of
the CDA will be held at 6:00 p.m., Tuesday, October 7th,
2003 just prior to the regularly scheduled council
meeting at 6:30 p.m.
A motion was made by
Alderman Miller and seconded by Mr. Bil Scherrer to
adjourn the meeting. With all in favor the motion
carried and the meeting adjourned at 7:25 p.m..
