COMMUNITY DEVELOPMENT AUTHORITY
REGULAR MEETING
MAY 2, 2002
6:30 P.M.
The regular meeting of the Community Development
Authority was called to order by Chairman Ken Jaeger at
6:31 p.m. with the following in attendance: Chairman Ken
Jaeger, Mr. Bil Scherrer, Mr. Jim Peterson, Alderman
Robert Miller, Mr. Jim Spiegelhoff, City Administrator
David Torgler and RCEDC Representative Ms. Jenny Trick.
Excused: Ms. Lynn Gruenke and Mayor Claude Lois.
A motion was made by Alderman Miller to nominate Ms.
Lynn Gruenke for Vice-Chairman and Mr. Jim Peterson
seconded the motion. All were in favor and the motion
carried.
A motion was made by Alderman Miller to close
nominations for Vice-Chairman. Mr. Jim Spiegelhoff
seconded the motion and with all in favor the motion
carried.
A motion was made by Alderman Miller to elect Ms.
Lynn Gruenke as Vice-Chairman. Mr. Bil Scherrer seconded
the motion and with all in favor the motion carried.
A motion was made by Mr. Bil Scherrer to approve the
March 7, 2002 minutes. Mr. Jim Spiegelhoff seconded the
motion and with all in favor the motion carried.

New Business
Ms. Jenny Trick of RCEDC led a discussion on the
recommended rezoning of certain properties owned by the
CDA in regard to the STH 142 project. The identified
parcels would establish a highest and best use valuation
based upon the new B-1 zoning.
A motion was made by Alderman Miller to recommend to
Planning Commission the rezoning of the parcels owned by
the CDA in relation to the Highway 142 Bridge Project
from RM-4 and M-1 to B-1. Mr. Jim Spieglehoff seconded
the motion and with all in favor the motion carried.
City Administrator David Torgler led a discussion on
the review of the TID #3 outstanding projects. These
projects need to be prioritized to make use of the
remaining money prior to the expiration date of the TID
in September, 2002.

A motion was made by Mr. Bil Scherrer to adjourn the
meeting. Alderman Robert Miller seconded the motion and
with all in favor the meeting was adjourned at 7:37 p.m.
