COMMUNITY DEVELOPMENT AUTHORITY

Special Meeting
October 18, 2001

6:30 p.m.

The meeting of the Community Development Authority was called to order by Vice-chairman Jaeger at 6:30 p.m. with the following in attendance: Ken Jaeger, Jim Spiegelhoff, Lynn Greunke. Claude Lois and Chairman Jack Eckola were excused. Robert Miller was absent. Also present were: Jenny Trick and David Torgler.

Old Business: None

NEW BUSINESS

  1. Bil Scherrer motioned and Jim Spiegelhoff seconded a motion to award the bid of Rewald Electric for $33,350 for electrical services modifications for the Livery Parking lot. On a roll call vote, the motion carried.

  2. At previous meetings, in review of the overall Riverwalk improvements, the Common Council and CDA agreed that the Riverwalk and public space areas should be modified in such a way as to raise the grade of the area, so as to reduce the potential flooding concerns, as well as reduce the elevation differences between the Riverwalk and proposed Charcoal Grill restaurant site. However, this grade change impacted the structural integrity of the fioodwall. In this regard, Kapur & Associates proposed an engineering recommendation to build a "unit" type of structure. Generally, the fioodwall, sidewalk and knee (retaining) wall would be tied together to ensure structural integrity. Without the construction of the knee (retaining) wall, the city would be required to install a concrete type structure ("deadman") to tie into the sidewalk and fioodwall. The cost of this "deadman" was provided by Kapur & Assoicates to the CDA. Tom Stelling of Stelling and Associates was present and showed a drawing of the proposed retaining wall on the easement at 280 E. Chestnut Street Charcoal Grill). The developers, White River Enterprises, LLC, want to enter into some sort of cost sharing with the City. Bil Scherrer motioned and Lynn Greunke to approve recommending to the Common Council the contract modification of our accepting $16,400 of the project cost. On a roll call vote, the motion carried.

OTHER MATTERS

Jenny Trick stated that there will be no meeting on November 151. The committee will meet as needed. The White River Enterprises plans to have footing and foundations in sometime in November.

Bit Scherrer motioned and James Spiegelhoff motioned to adjourn the meeting. All were in favor and the motion carried.
