4. Topic:
Ordinance1829(2) amending the Official Traffic
Map to make additional adjustments to
accommodate the two-way street system. |

Purpose: To consider
recommendations to amend certain parking areas
within the downtown business area that will
provide for compact car parking, eliminate
certain no parking areas, and relocate certain
15-minute parking stalls. The net result will be
to add nine new downtown parking stalls and to
address concerns regarding pedestrian and
motorist safety by restricting certain parking
stalls to compact car usage. Analysis of the
two-way traffic configuration has been underway
since November. After review of the new traffic
patterns and comments received from the general
public by the City Engineer, Department of
Public Works staff and Police Department staff,
it is recommended that the changes contained
within Ordinance 1829(2) be implemented to
complete the successful transition from one-way
paired streets to our present two-way traffic
configuration. Further analysis is underway of
the traffic signal system to determine if it can
be modified to improve traffic flow generally. |

5. Topic: Ordinance
1830(3) amending the Official Traffic Map by
adding stop signs on McWan Drive and Devon Road
in Fox River Landing Subdivision. |

Purpose: As part of the
Fox River Landing subdivision approval a stop
sign has been placed at the intersection of
McWan Drive and Browns Lake Drive (CTH W).
Adding it to the City’s Official Traffic Map is
a housekeeping matter. The addition of a stop
sign on Devon Road at the intersection with
McWan Drive is recommended by the Police
Department as a matter of traffic control. As
new homes have been added to the Fox River
Landing subdivision the police have noticed
there is a need to identify the collector street
(McWan Drive) and the land access street (Devon
Road) placing stop signs accordingly to help
traffic flow safely and smoothly. Ordinance
1830(3) addresses both of these stop sign
placements. |

6. Topic: Ordinance
1831(4) amending the Official Traffic Map by
creating a No Parking Zone on Buckley Street. |

Purpose: Buckley Street,
which runs between the Glen at Stonegate
subdivision to the intersection of STH 36/83,
and between the Fox River and STH 36/83, is a
collector street functioning effectively with up
to four lanes of traffic. Parking along Buckley
Street has not been contemplated as part of any
development served by this collector street, and
upon review by the Police Department and
Department of Public Works it is recommended
that this entire street be posted prohibiting
parking, and that the Official Traffic Map of
the City be amended to create this no parking
zone. On-site parking for the abutting
properties has been contemplated in each site
plan approved by the Plan Commission so parking
should not be an issue for any existing or
future sites. |

7. Topic: Ordinance
1832(5) amending the Official Traffic Map by
creating a No Parking Zone on Spring Brook
Drive, Hidden Creek Lane and Tributary Lane. |

Purpose: The City’s
Official Traffic Map needs to be updated
reflecting that there will be no parking on the
west side of Springbrook Drive and Hidden Creek
Lane and on the north side of Tributary Lane and
part of Hidden Creek Lane in the Springbrook
Landing Subdivision. The subdivision, built in a
traditional residential style, has already been
posted "No Parking" on one side of the street by
the developer, as was agreed upon in the
Developer's Agreement. This issue is a
housekeeping item. |

8. Topic: Resolution
4108(3) approving Task Order Number Fifty-Six
with Kapur and Associates, Inc. for the 2007
City of Burlington – Street and Sidewalk
Improvement Program for the not-to-exceed amount
of $119,259.00. |

Purpose: To consider a
recommendation from the DPW Streets and Parks
Supervisor and the DPW Utilities Manager to
approve a field engineering agreement with Kapur
& Associates, Inc. for the 2007 Street and
Sidewalk Improvement Program that includes
street and sidewalk maintenance as well as
extensive underground utility work. Funding for
this service is provided in both the General
Fund and Enterprise Funds. Previously presented
to the C-O-W, as Resolution 4097(85) on March 20th,
this Task Order is re-presented to the C-O-W as
a housekeeping matter because it has been
re-numbered in accordance with our City Code
following the annual Organizational Meeting.
This item is placed on tonight’s Council agenda
for consideration. |

9. Topic: Ordinance
1827(31) to create a Wellhead Protection Overlay
District. |

Purpose: In response to
the emerging problems with the sandstone
aquifer, our community is in the process of
adopting a wellhead protection plan, which is a
means of protecting our public drinking water
supply. There are two reasons for developing the
plan, one is to create a safeguard plan for the
City of Burlington’s public drinking water
supply and the second is to meet the State of
Wisconsin’s DNR requirement for our new
municipal well number 11.
Tonight the City Council will
hold a public hearing to consider a new zoning
law implementing these protections by
restricting certain uses on properties within
the re-charge zone for our wells. Because this
new zoning law directly affect residential,
commercial, business and farm properties by
prohibiting certain property uses a Class 2
public hearing is required and notice was mailed
to approximately 1,100 local property owners.
Since contamination principally comes from
concentrations of hazardous materials the real
impact on private property owners is probably
minimal, so the impact from these new laws will
not noticeably affect most property owners
within the wellhead protection zones. |

10. Topic: Resolution
4106(2) approving a Certified Survey Map for the
City of Burlington for property that is a
redivision of Lot 3 of Certified Survey Map
Number 2532, and part of Outlot 2 of Certified
Survey Map 2498, also being a part of the NE ¼,
NW ¼, SW ¼, and SE ¼ of the SE ¼ of Section 9,
Town 2 North, Range 19 East, City of Burlington,
Racine County, Wisconsin. |

Purpose: Consideration of
a CSM proposed and submitted by the City of
Burlington – Water Department for Well #11’s
reservoir and pump house to be located located
in the BMOP, at the northwest corner of the
intersection of Liberty Drive and Pine Street (STH
83). The Plan Commission reviewed this land
division at their April 10, 2007 meeting and
recommends approval of said CSM pursuant to the
recommendations included in the March 31, 2007
memo prepared by Patrick Meehan, the City’s
planning consultant. |

11. Topic: Motion
07-538 approving the Veteran’s Memorial Day
Parade – 2007. |

Purpose: To consider
approval of the annual Veteran’s Memorial Day
Parade, now held in place of the ChocolateFest
Parade. This annual parade honoring our nation’s
veteran’s will be held on Monday, May 28th
(Memorial Day) beginning at 9:00 a.m. and will
follow the same route as last year’s parade. It
will begin at Kane and Edward Streets and end at
the Veteran’s Memorial located in Echo Park. The
Police Department and DPW have reviewed this
application and recommend it’s approval. Per the
City Code § 100-5. Special events, after
approval by the Police Department and the
Department of Public Works, applications for
special event permits shall be submitted to the
Common Council for approval. This item is
included on tonight’s Council agenda for
consideration. |
