4. Topic: Consideration of Motion 06-521 to accept the 2005 Annual Audit. Presenter: Patrick Romanesko

Purpose: To consider acceptance of the 2005 Annual Audit of the City’s financial operations and management recommendations from the City’s auditor.

 

5. Topic: Resolution 4052(40) approving a two-year agreement with the Burlington Memorial Hospital for public health services.

Presenter: David Torgler

Purpose: The City and the Town of Burlington have maintained an agreement with the Memorial Hospital of Burlington to provide state mandated public health services. This agreement shall cover a two year time period, beginning January 1, 2007 through December 31, 2008. This item is a housekeeping matter.

 

6. Topic: Reintroduction of Ordinance 1802(6) amending the official zoning map setting forth permanent zoning classifications and regulations for property owned by The Order of the Franciscan Fathers located at 2457 Browns Lake Drive.

Presenter: Tom Kircher

Purpose: This property was attached to the City December 7, 2004 and a portion of the property was permanently assigned the B-4 zoning classification on September 5, 2006 by Ordinance 1802(6) in error. The Plan Commission had recommended that the property be assigned a B-1 zoning classification. A public hearing was held on August 15, 2006 by the City Council for the proposed B-1 zoning classification. However, due to a scrivener’s error the Ordinance 1802(6) the ordinance adopted by the City Council assigns this undeveloped parcel of land the B-4 zoning classification. The re-introduction and adoption of this corrected Ordinance will correct this error AND allow for consideration of Ordinance 1812(16) that eliminates the B-4 zoning classification from the City’s zoning codes. Until this correction is made the Council should not take action approving Ordinance 1812(16), eliminating the B-4 zoning classification. Inasmuch as this Ordinance corrects a scrivener’s error and is therefore a housekeeping matter it is included on tonight’s Council agenda for consideration.

 

7. Topic: Motion 06-512 consideration of a Certificate of Appropriateness Application within the Historic Preservation District.

Presenter: Kent Strong

Purpose: Consideration of a recommendation from the HPC to approve a Certificate of Appropriateness Application for 492 N. Pine Street to allow for:

  • Replacement of existing awning with color of the replacement awning to be an exact match or as close a match as possible to the existing that Godske Awning has available.

Per the Council’s direction this item is placed on tonight’s Council agenda for consideration.

 

8. Topic: Motion 06-513 consideration of a Certificate of Appropriateness Application within the Historic Preservation District.

Presenter: Kent Strong

Purpose: Consideration of a recommendation from the HPC to approve a Certificate of Appropriateness Application for 484 N. Pine Street to allow for:

  • The use of tongue and groove board painted in Chick Pea #59 to enclose lower level window openings, similar to style used on Cannella property at 492 N. Pine Street and approval of repair and replacement of second floor rear windows with double-hung, paned, tempered glass to look similar to existing window style.

Per the Council’s direction this item is placed on tonight’s Council agenda for consideration.

 

9. Topic: Motion 06-514 consideration of a Certificate of Appropriateness Application within the Historic Preservation District.

Presenter: Kent Strong

Purpose: Consideration of a recommendation from the HPC to approve a Certificate of Appropriateness Application for 180 E. Chestnut Street to allow for:

  • Installation of a new window as presented clad in dark bronze aluminum with trim painted Bunglehouse Gray;

  • Painting of the façade and upper trim on eave Bunglehouse Gray and the lower trim on the eave Roycroft Copper Red;

  • Doors on East Chestnut Street to be painted Roycroft Copper Red.

10. Topic: Motion 06-515 consideration of a Sign Permit Application within the Historic Preservation District.

Presenter: Kent Strong

Purpose: Consideration of a recommendation from the HPC to approve a Certificate of Appropriateness Application for 180 E. Chestnut Street to allow for:

  • Approval of three façade signs, as presented, contingent upon the sign sizes meeting City Code.

Per the Council’s direction this item is placed on tonight’s Council agenda for consideration.

 

11. Topic: Motion 06-516 consideration of a Sign Permit Application within the Historic Preservation District.

Presenter: Kent Strong

Purpose: Consideration of a recommendation from the HPC to approve a Certificate of Appropriateness Application for 256 E. Chestnut Street to allow for:

  • Installation of two new 8’ x 4’ signs (one on the Chestnut Street façade and one on the Dodge Street alley) with sign colors as presented (dark brown, tan, white lettering and gold trim accent with red for the strawberry) or similar.

  • As a part of the approval, the HPC assumes that the lettering style of "Chocolate Expressions" as presented is a logo and expects to be notified if that is not the case. If the lettering is not a logo, the approval may be rescinded.

12. Topic: Motion 06-517 consideration of a Sign Permit Application within the Historic Preservation District.

Presenter: Kent Strong

Purpose: Consideration of a recommendation from the HPC to approve a Certificate of Appropriateness Application for 460 N. Pine Street to allow for:

  • Installation of new hanging sign as presented.

Per the Council’s direction this item is placed on tonight’s Council agenda for consideration.

 

13. Topic: Motion 06-518 consideration of a Sign Permit Application within the Historic Preservation District.

Presenter: Kent Strong

Purpose: Consideration of a recommendation from the HPC to approve a Certificate of Appropriateness Application for 580 N. Pine Street to allow for:

  • Installation of vinyl graphic lettering on the inside of both storefront windows, as presented.

Per the Council’s direction this item is placed on tonight’s Council agenda for consideration.

 

14. Topic: Motion 06-519 consideration of a Sign Permit Application within the Historic Preservation District.

Presenter: Kent Strong

Purpose: Consideration of a recommendation from the HPC to approve a Certificate of Appropriateness Application for 557 N. Pine Street to allow for:

  • Approval to remove the wood overhang from the front of the structure and to reattach the existing sign and bracket to the underlying brick façade where the old sign was located.

Per the Council’s direction this item is placed on tonight’s Council agenda for consideration.

 

15. Topic: Motion 06-520 consideration of a Sign Permit Application within the Historic Preservation District.

Presenter: Kent Strong

Purpose: Consideration of a recommendation from the HPC to approve a Certificate of Appropriateness Application for 140 W. Chestnut Street to allow for:

  • Approval to paint the existing metal awning Roycroft Copper Red with three stripes of Peace Yellow at each end of the awning in a pattern similar to what existed previously, as first presented to the HPC in July 2006.
